TITLE
Recommendation to authorize City Manager to execute a professional services contract with Post, Buckley, Schuh & Jernigan, Inc., dba PBS&J, for a period of 18 months, in the amount of $1,526,107 for Phase 1 Design of the Long Beach Sports Park; and increase appropriations in the amount of $635,907, in the Capital Improvement Fund (CP) in the Department of Public Works.  (District 7)
 
DISCUSSION
On April 18, 2006, the City Council denied an appeal, recertified the Environmental Impact Report (EIR) and adopted zoning and General Plan amendments for the development of a proposed Long Beach Sports Park. The proposed project, with a site address of 2801 Orange Avenue, encompasses a full city block, and is bounded by Spring Street, Orange Avenue, California Avenue and the Long Beach Municipal and Sunnyside cemeteries. (Please see Attachment A for a site map.) The City owns the majority of the 55-acre site and has commenced negotiations for the acquisition of the remaining 8-acre parcel on the northeast corner.
 
Since certification of the EIR, staff has undertaken several post-EIR tasks, including sampling for lead paint and asbestos-causing materials in the vacant tenant buildings on site. It is expected that the vacant tenant buildings will be demolished within the next four months, thereby removing a substantial blighting influence in the area.
 
In addition, staff has negotiated a contract with Post, Buckley, Schuh & Jernigan (PBS&J) for the first phase of design development engineering. PBS&J is a nationally ranked full service engineering firm, with specialties in civil engineering, environmental sciences, transportation management and construction engineering. In addition, PBS&J served as the project engineer during the preparation of the EIR. In that role, they preformed conceptual engineering work on civil, mechanical, hydrology and grading disciplines, which formed the basis of the site plan that was approved by the City Council. As such, they have specialized knowledge of the project site and can build on the foundation of work already completed. Due to this specialized knowledge, PBS&J was requested to continue their role as project engineer and to prepare a scope of services.
 
Due to the overall complexity of the project, staff has broken the engineering phase into three discrete components and is recommending moving forward with the first phase.
This first phase is expected to take 14-16 months to complete, and will encompass preparation of schematic design for all on-site and off-site improvements, including storm water management, wetlands reconstruction, lighting, landscaping and irrigation, mechanical, electrical and plumbing engineering, mass grading, utility and pipeline relocation, and traffic improvements to adjacent roads. All of their work will be performed in compliance with the mitigation measures and conditions of approval of the project, as granted when the City Council certified the Environmental Impact Report in April 2006. The projected cost of the Phase One contract is $1,526,107.

TIMING CONSIDERATIONS
City Council action is requested on November 14, 2006 to move forward with the engineering portion of the Long Beach Sports Park project.
 
FISCAL IMPACT
Funds in the amount of $792,000 are budgeted in the Capital Improvement Fund (CP) in the Department of Public Works (PW). In addition, $635,907 is available from on-site City oil operations accounted for in the Uplands Oil Fund (NX 420). An appropriation request for this funding is included in the recommended action. It is anticipated that the remaining balance of $98,200 will come from a variety of sources, including State and County park bond funds and potential grant fund received by the Department of Parks, Recreation and Marine.
