DISCUSSION
The City of Long Beach Department of Health and Human Services (Health Department) is the lead entity for the Continuum of Care (CoC) for Homeless Services, through the Department of Housing and Urban Development (HUD).  The City subcontracts with several nonprofit agencies to provide supportive services, temporary shelter and permanent supportive housing for homeless within the City of Long Beach.  
 
On August 14, 2012, the City Council authorized the City Manager to submit a grant application, through the Health Department, to HUD for the 2012 CoC for Homeless Assistance Program.  Subsequently, the City was awarded a grant in the amount of $6.9 million, and subcontracts were created with 12 local non-profit agencies to assist in providing supportive services under the CoC grant.  One of the subcontracts with a recipient agency was terminated due to regulatory non-compliance and, therefore, the respective service provisions provided by that agency must be reallocated to another competent service provider that can maintain the same type of service within the CoC system.  Alliance for Housing and Healing, Inc., was selected through a competitive Request for Proposal process to replace the previous subcontract recipient under the currently operating 2012 CoC Program award with HUD.  The contract, Project Mainstream, provides comprehensive case management and supportive services to individuals and families living with HIV/AIDS.  The program, as funded, shall operate at the City's Multi-Service Center (MSC), located at 1301 W. 12th Street, Long Beach, CA  90813.

TIMING CONSIDERATIONS
City Council action is requested on August 6, 2013 to meet existing grant contract obligations, ensure that there is no loss of grant funding, and to maintain a seamless transition of homeless service provisions.
 
FISCAL IMPACT
The subcontract is funded for $51,039 for a period of one year.  Funding is currently available through the 2012 HUD CoC award allocation and will be expended through the Health Fund (SR 130) in the Department of Health and Human Services (HE).  These funds do not require any City resources and would supplement programs currently operated through the MSC and within the City's CoC system.  Sufficient funding is currently budgeted in the Health Fund (SR 130) in the Department of Health and Human Services (HE), and there is no impact to the General Fund.  The service provider is authorized to submit reimbursement for eligible expenses for the entire operational period.  There is no local job impact associated with this recommendation.
