TITLE
Recommendation to authorize City Manager to execute an agreement with the County of Los Angeles for seismic retrofit of the Anaheim Street Bridge over the Long Beach Freeway.  (District 1)
 
DISCUSSION
Following the Loma Prieta earthquake in October 1989, emergency legislation known as Senate Bill 36X was enacted. The law requires that all existing publicly-owned bridges in California be inspected and that those found to have a seismic structural deficiency be upgraded and retrofitted to conform to specific structural standards. The bill further provides for the County of Los Angeles to be the lead agency for inspecting and retrofitting all non-state highway bridges within the County.
 
The County of Los Angeles Department of Public Works (County) has prepared a cooperative agreement to seismically retrofit the bridge on Anaheim Street over the Long Beach Freeway. The agreement was prepared based on correspondence between the City of Long Beach (City) and the County, and subsequent discussions between staff members of both agencies. The agreement provides for the County to perform preliminary engineering and construction administration of the project under the Federal Highway Bridge Replacement and Rehabilitation Program (HBRR), utilizing Federal funds for all eligible expenditures, with the City financing the non-Federally reimbursable local agency share of the project cost. Under the terms of the agreement, the City will assign Federal Surface Transportation Program funds in lieu of cash to the County to finance the non-Federally reimbursable portion of the construction cost.
 
The project cost is currently estimated to be $238,000 with Federal reimbursement being $1 82,000. The estimated non-Federally reimbursable portion to be funded by the City would be $56,000. The City's actual share will be based upon a final accounting after completion of the project.  
 
This matter was reviewed by Senior Deputy City Attorney Donna F. Gwin on August 12, 2005, and Budget Management Officer David Wodynski on August 9, 2005. This project is categorically exempt in accordance with Section 15301 of the California Environmental Quality Act.
 
TIMING CONSIDERATIONS
City Council action on this matter is requested on February 7, 2006, to allow commencement of this project by the County of Los Angeles Department of Public Works.
 
FISCAL IMPACT
This is a federal-aid project using HBRR funds Cost to the City will be the non-Federally reimbursable portion of the construction cost. Sufficient funds to cover the City's portion of approximately $56,000 are budgeted in Capital Improvement Project Number PW5080 in the Street Improvement Fund (SR 181) in the Department of Public Works (PW). The funding source is Gas Tax.
