TITLE

Recommendation to authorize City Manager, or designee, to execute all documents necessary to amend Contract No. 34736 with O'Connor Construction Management, Inc., of Irvine, CA, for as-needed Job Order Contracting Program Support Services, to extend the term of the contract to July 31, 2023.  (Citywide)

 

DISCUSSION

City Council approval is requested to amend Contract No. 34736 with O’Connor Construction Management, Inc., (OCMI) to continue providing Job Order Contracting (JOC) Program Support Services.

 

On July 11, 2017, the City Council awarded a contract to OCMI as part of its adoption of RFP No. PW16-181, for as-needed JOC Program Support Services, for a period of three years. On March 24, 2020, the City Council approved extending the contract for two additional one-year periods to allow City of Long Beach (City) staff to complete the complex procurement process for these services. The COVID-19 pandemic and the City’s response thereto impacted City staff’s ability to complete the procurement.  The City relies on OCMI to provide third-party review services for JOC work orders.  These cost estimate services provide assurances that the proposals created have accurate unit quantities and reasonable pricing. OCMI has been able to handle the City’s requests for these services in a timely manner to allow Capital Improvement Projects (CIP) to be delivered on schedule.

 

The current contract expires on July 31, 2022, and the City has exhausted all auhtorized contract extensions. The procurement process for Project Management, Construction Management, and Third-party Review JOC Support Services is underway. Extending the term an additional year will ensure the continuity of contracted deliverables and avoid service interruptions.

 

This matter was reviewed by Deputy City Attorney Erin Weesner-McKinley on May 2, 2022, Purchasing Agent Michelle Wilson on April 27, 2022, and by Budget Management Officer Nader Kaamoush on April 29, 2022.

 

TIMING CONSIDERATIONS

City Council action to amend Contract No. 34736 is requested on May 17, 2022, to ensure there is no interruption to services.

 

FISCAL IMPACT

There is no fiscal impact of this contract amendment. The requested action will extend the contract term to July 31, 2023. Expenditures during the extended one-year term cannot be projected at this time. Any work not currently budgeted will only proceed at such time as the City Council has approved appropriations. This recommendation has no staffing impact beyond the normal budgeted scope of duties and is consistent with existing City Council priorities. There is no local job impact associated with this recommendation.
