TITLE

Recommendation to authorize City Manager, or designee, to execute all documents necessary to amend Contract No. 35377 with Bellingham Marine Industries, Inc., of Dixon, CA, to upgrade the fire suppression system for Shoreline Marina, to increase the contract amount by $337,000, with an additional 15 percent contingency in the amount of $50,550, for a revised total contract amount not to exceed $959,193, and add an additional one-year renewal option.  (District 2)

 

DISCUSSION

City Council approval is requested to amend Contract No. 35377 with Bellingham Marine Industries, Inc. (Bellingham), to complete upgrades to the fire suppression system at Shoreline Marina for a revised contract amount not to exceed $959,193, and add an additional one-year renewal option.

 

On February 5, 2019, City Council adopted Specifications No. RFP PR18-130 and awarded a contract to Bellingham to upgrade the fire suppression system for Shoreline Marina, in an amount not to exceed $571,643, inclusive of a 15 percent contingency, for a period of one year, with the option to renew for one additional year. This amendment is necessary to address unforeseen conditions discovered during the upgrading of the fire suppression system.

 

During the course of the work, a water-pressure test was completed throughout the entire fire suppression system.  Various docks did not pass the test due to a leakage in the isolation valve, which allowed pressure to bleed out. In addition, flex hoses and an existing pipe underneath the promenade were found to be deteriorated and in poor condition.  The existing pipe, fittings, and joints were located underground, making it impossible for the City and its engineers to know of the condition beforehand. These significant failures will require the removal of the promenade walkway, and installation of a new line to attach to the backflow Fire Department Connection (FDC) to the top of the gangway.

 

An increase in contractual authority in the amount of $387,550 and an extension to the contract term are requested to accommodate the additional work necessary to complete the Shoreline Marina fire suppression system rehabilitation work.

 

This matter was reviewed by Deputy City Attorney Arturo D. Sanchez on February 10, 2021, Business Services Bureau Manager Tara Yeats on February 2, 2021, and by Revenue Management Officer Geraldine Alejo on February 10, 2021.

 

TIMING CONSIDERATIONS

City Council action is requested on March 2, 2021, to allow for timely completion of the repairs and upgrades to the fire suppression system for Shoreline Marina.

 

FISCAL IMPACT

The requested amendment will increase the contract amount by $387,550, inclusive of a 15 percent contingency, for a revised total contract amount not to exceed $959,193 for the remainder of the contract term, including subsequent renewals to the contract.  Sufficient funds are budgeted in the Tidelands Area Fund Group in the Parks, Recreation and Marine Department, and are offset by funds in the State of California, Department of Parks and Recreation, Division of Boating and Waterways (DBW) reserve fund.  This recommendation has no staffing impact beyond the normal budgeted scope of duties and is consistent with existing City Council priorities. There is no local job impact associated with this recommendation.
