TITLE
Recommendation to authorize City Manager to execute all documents with the South Bay Center for Counseling to receive a $39,360 Hire-A-Youth grant, and to execute any needed subsequent amendments that change the terms of the agreement. (Citywide)
DISCUSSION
As a direct youth services contractor to the County of Los Angeles, the South Bay Center for Counseling (Center) has partially funded the Workforce Investment Network's Hire-A-Youth Program (Program) over the past several years.
The Program is a key component of the Youth Opportunity Center and its Hire-A-Youth strategy, and results in annual employment preparation and placement services to more than 1,000 young people, ages 14 to 24. Services address issues commonly faced by teenagers and young adults to prepare them to enter the workforce, and include youth job fairs and employer recruitments, employment preparation, coaching, resume writing assistance, interviewing skills practice and job referrals to employers.
The Center is providing $39,360 of funding this year to partially cover the Program staff costs, scholarships, employer recruitment activities, and job shadowing activities for the period of July 1, 2010 through June 30, 2011.
This letter was reviewed by Deputy City Attorney Gary J. Anderson September 30, 2010 and by Budget Management Officer Victoria Bell on October 4, 2010.
TIMING CONSIDERATIONS
City Council action is requested on October 19, 2010 in order to facilitate processing of required documents.
FISCAL IMPACT
Sufficient funds are currently appropriated in the Community Development Grants Fund (SR 150) in the Department of Community Development (CD). As a result of the reorganization efforts that are currently in transition, a formal reconciliation to transfer these funds to the Human Resources Department will occur through a future FY11 quarterly budget adjustment. There is no impact to the General Fund. Approval of this recommendation will result in employment and placement preparation services to several hundred youth participants.
