TITLE

DISCUSSION
The asphalt concrete pavement on Taxilane J is greatly deteriorated.  Substantial work is needed in order to improve the surface condition and extend the life of the pavement. Foreign Object Debris (FOD) is a major concern due to the deteriorating asphalt.  The work on Taxilane J will consist of the reconstruction of approximately 112,000 square feet of pavement.  The work will also include improvements to pavement markings, storm drains, drainage and infield grading.
 
This bid was advertised in the Press Telegram on June 22, 2013, and 2213 potential bidders specializing in construction services were notified of the bid opportunity.  Of those bidders, 64 downloaded the bid via our electronic bid system.  The bid document was made available from the Purchasing Division, located on the seventh floor of City Hall, the Division's website at www.longbeach.gov/purchasing, and by being purchased through the Department of Public Works located on the tenth floor of City Hall.  Bid documents were also downloaded by several trade publications and plan rooms catering to these groups within the construction industry.  A bid announcement was also included in the Purchasing Division's weekly update of Open Bid Opportunities, which is sent to 30 local, minority and women-owned business groups.  Six bids were received on July 24, 2013.  Of those six bidders, one was a Minority-owned Business Enterprises (MBE), one was a Women-owned Business Enterprises (WBE), none were certified Small Business Enterprises (SBEs), none were certified Disadvantaged Business Enterprises (DBEs) and none were Long Beach businesses (Local).  All American Asphalt Corporation, of Corona, CA (not an MBE, WBE, SBE or Local), was the lowest responsible bidder.
 
Local Business Outreach
 
In an effort to align with our outreach goal, Long Beach businesses were encouraged to submit bids for City contracts.  The Purchasing Division also assisted businesses with registering on the Bids Online database to download the bid specifications.  Through outreach, 218 Long Beach vendors were notified to submit bids, of which four downloaded and none submitted a bid.  The Purchasing Division is committed to continuing to perform outreach to local vendors to expand the bidder pool.
 
In accordance with the California Environmental Quality Act, Categorical Exemption No. CE-04-09 has been issued for this project.  The project received a Categorical Exclusion pursuant to Federal Aviation Administration (FAA) Order 1050.1E, and in accordance with the National Environmental Protection Act, on February 15, 2013.
 
This matter was reviewed by Deputy City Attorney Linda Vu on July 30, 2013 and by Budget Management Officer Victoria Bell on August 9, 2013.  
 
SUSTAINABILITY
 
The project area has extremely poor soils that require enhancement prior to the construction of the pavement.  In lieu of removal and replacement, the Airport has opted to treat the soil in-place with lime, which will stabilize and strengthen it.  This will allow the soil to remain in place, while providing a subgrade for the pavement structural section that meets the FAA design standards for aircraft use.
 
The construction method of treating the soil in-place will reduce the number of dump truck trips for removals and eliminate the number of dump truck trips required for construction of the stabilized subgrade.  In total, the in-place treatment of the soil will reduce the number of dump truck trips by approximately 430, in turn, reducing vehicle emissions.
 
TIMING CONSIDERATIONS
City Council action on this matter is requested on September 10, 2013, in order to expedite commencement of this work.  Construction is anticipated to begin in November 2013 and should take approximately five months to complete.
 
FISCAL IMPACT
The contract award is for an amount of $1,431,500.  A 25 percent contingency amount of $357,875 is being recommended, due to the poor condition of the existing subgrade and potential for unforeseen circumstances.  The project will be funded with FAA Airport Improvement Program (AIP) Grant No. 3-06-0127-33 and Passenger Facility Charges (PFC). There is sufficient funding currently budgeted in the Airport Fund (EF 320) to cover the project costs. The project will create an estimated 35 temporary full-time equivalent (FTE) jobs.
