TITLE
Recommendation to authorize City Manager to execute a fourth amendment to Agreement No. 28619 with Heritage Architecture and Planning to design a visitor center, caretaker residence, and various entryway and landscaping improvements at Rancho Los Cerritos Historic Site; to provide an additional $50,000 for architectural assistance during construction of the visitor center; and to extend the term of the Agreement through June 30, 2009. (District 8)
DISCUSSION
On December 16, 2003, the City Council approved a professional services agreement with Heritage Architecture and Planning to design a visitor center, caretaker residence, and various entryway and landscaping improvements at Rancho Los Cerritos Historic Site. On November 16, 2004, the City Council authorized the City Manager to execute the first amendment to Agreement No. 28619 (Agreement) with Heritage Architecture and Planning in order to extend the term of the Agreement to April 30, 2005. Second and third amendments were approved on May 3, 2005, and April 4, 2006, respectively, extending the agreement to April 30, 2007.
Site plan review was completed in December 2006, at which time the Planning Commission also granted an Administrative Use Permit and Standards Variance, and approved a modification to the Environmental Impact Report for the Master Plan. A second modification to the Environmental Impact Report is now needed to address new requirements for special event parking, and is expected to go to the Planning Commission in mid April 2007. The construction documents will be ready for submittal for building permit plan check the first week in April. Approximately 10 percent of the design work remains for code corrections and plan finalization. Extra time is needed to complete both the modification and plan check process, hence a no-cost extension is requested to the term of the Agreement.
In addition, the City of Long Beach, in partnership with the Rancho Los Cerritos Foundation, has now raised sufficient funds to construct the visitor center. The City's commitment to this project is $50,000. Work is expected to commence in late 2007, and the services of Heritage Architecture and Planning will be needed during the construction phase. Completion of design work and construction of the visitor center project are now expected by June 30, 2009. Therefore, it is requested the Agreement extend to June 30, 2009, and the Agreement be increased by $50,000 to $250,000.
This matter was reviewed by Deputy City Attorney Gary J. Anderson on April 2, 2007, and Budget and Performance Management Bureau Manager David Wodynski on April 2,2007.
TIMING CONSIDERATIONS
City Council action is requested on April 10, 2007, to provide sufficient time to extend the Agreement.
FISCAL IMPACT
The existing Agreement with Heritage Architecture and Planning is for an amount not to exceed $200,000. The monies are budgeted in the Capital Projects Fund (CP) in the Department of Public Works (PW). An additional $50,000 is needed for the construction phase of the visitor center. These funds are also budgeted in the Capital Projects Fund (CP) in the Department of Public Works (PW).
