DISCUSSION
The Emergency Solutions Grant (ESG) is a formula allocation from the Department of Housing and Urban Development (HUD), as part of the City Consolidated Plan, which is managed by the Development Services Department, Neighborhood Services Bureau.  The Long Beach Department of Health and Human Services (Health Department) Homeless Services Division implements this component of the Consolidated Plan, in addition to the HOME move-in deposit assistance program, as leveraged resources to the Continuum of Care system.
 
A Request for Proposals (RFP) is conducted every two years to select nonprofit agencies for the projects that are annually funded, contingent upon HUD funding.  As the lead entity for the local homeless Continuum of Care, the Health Department released a RFP on May 15, 2014.  The proposal review process was conducted by an Ad Hoc Proposal Review Committee comprised of three Homeless Services Advisory Committee members.
 
Total funding for the nonprofit agencies recommended for ESG program monies amounts to $455,836.  An additional $36,960 of funding is eligible for administrative support for Health Department staff to manage the ESG program.  ESG regulations require a dollar-for-dollar match on both program and administrative funding.  Total FY14 ESG entitlement from HUD of $492,796 is allocated for October 1, 2014 through September 30, 2015. This matter was reviewed by Deputy City Attorney Amy Webber on July 10, 2014 and by Budget Management Officer Victoria Bell on July 18, 2014.
 
TIMING CONSIDERATIONS
City Council action is requested on August 12, 2014 to begin contracting for this ESG FY 14, which begins on October 1, 2014.
 
FISCAL IMPACT
The FY 14 ESG Program allocation amount for the four projects totals $455,836 with an additional $36,960 available for Health Department administrative support that requires a dollar for dollar match.  Funding is included in the FY 15 Proposed Budget in the General Fund (GP) in the Department of Health and Human Services (HE) and is offset by the Emergency Solutions Grant budgeted in the Community Development Grant Fund (SR 150) under the Department of Development Services (DV).  These funds supplement programs currently operated within the City's Continuum of Care System.  A City match of $36,960, provided through staffing, is required and sufficient funding for this amount is budgeted in the General Fund (GP) in the Department of Health and Human Services (HE).  There is no local job impact associated with the recommendation.
