DISCUSSION
City Council approval is requested to enter into a contract with Sully Miller Contracting, for street improvements.  The street infrastructure on Alamitos Avenue, between 7th Street and Orange Ave is in need of rehabilitation. The rehabilitation work consists of cold milling and resurfacing the pavement; replacing damaged curbs and gutters; reconstructing areas of deteriorated pavement; and installing pavement markers, markings, traffic striping, signing and curb paint. The vicinity map showing the project location is attached.
 
The bid was advertised in the Press-Telegram on November 14, 2014, and 3,195 potential bidders specializing in construction were notified of the bid opportunity.  Of those bidders, 83 downloaded the bid via our electronic bid system.  The bid document was made available from the Purchasing Division, located on the seventh floor of City Hall, and the Division's website at www.longbeach.gov/purchasing <http://www.longbeach.gov/purchasing>.  A bid announcement was also included in the Purchasing Division's weekly update of Open Bid Opportunities, which is sent to 30 local, minority and women-owned business groups.  Seven bids were received on December 10, 2014.  Of those seven bidders, two were Minority-owned Business Enterprises (MBEs), one was a Women-owned Business Enterprise (WBE), three were certified Small Business Enterprises (SBEs), one was a Disadvantaged Business Enterprise (DBE), and two were Long Beach businesses (Local).  Sully Miller Contracting, of Brea, CA, CA (not MBE, WBE, SBE DBE or Local), has been determined to be the lowest responsible bidder.
 
Local Business Outreach
 
In an effort to align with our outreach goal, Long Beach businesses are encouraged to submit bids for City contracts.  The Purchasing Division also assists businesses with registering on the Bids Online database to download bid specifications.  Through outreach, 293 Long Beach vendors were notified to submit bids, of which four downloaded and two submitted a bid.  The Purchasing Division is committed to continuing to perform outreach to local vendors to expand the bidder pool.
 
This matter was reviewed by Deputy City Attorney Linda Vu on December 29, 2014 and by Budget Management Officer Victoria Bell on December 31, 2014.
 
SUSTAINABILITY
 
The old asphalt material to be removed under this contract (2,001 tons) will be recycled into new asphalt or utilized as base material on other street projects.  The street will be resurfaced with asphalt containing up to 15 percent recycled material.  Finally, 589 tons of road base made from recycled concrete, rock, sand and asphalt will be utilized in this project and all concrete work will include recycled waste ash, diverting these materials from our landfills.
 
In accordance with the California Environmental Quality Act (CEQA), this project has been determined to be statutorily exempt.
 
TIMING CONSIDERATIONS
City Council action to adopt Specifications No. R-6967 and award a contract concurrently is requested on February 3, 2015 to ensure that the contract is in place expeditiously and allow commencement of this Public Works project.
 
FISCAL IMPACT
The contract cost will not exceed $1,453,209, including the recommended 10 percent contingency of $132,110.  The total project cost is estimated at $1,941,561 and includes design costs already incurred, construction, construction management, and project support. The total project cost is funded by $1,467,561 in federal MAP-21 funds, $274,000 in Proposition C funds and $200,000 in Gas Tax Street Improvement funds.
 
Federal MAP-21 funds are intended for improvements and maintenance of surface transportation infrastructure. Federal MAP-21 funds for this project are currently budgeted in the Gas Tax Street Improvement Fund (SR 181) in the Public Works Department (PW). Proposition C funds are budgeted in the Transportation Fund (SR 182) in the Public Works Department (PW) and are intended for the construction, improvement and maintenance of mass transit services and facilities. An appropriation increase for the remaining amount of $200,000 is requested in the Gas Tax Street Improvement Fund (SR 181) in the Public Works Department (PW). Award of this contract will provide continued support to the local economy.
