DISCUSSION
City Council approval is being requested to enter into a contract for the purchase of two Rockland Beach King Beach Cleaners for the Long Beach Department of Parks, Recreation and Marine. The Long Beach Parks, Recreation and Marine Department has been utilizing Rockland Beach Kings as beach cleaners and currently has two units that are past their scheduled replacement dates.
 
The new beach cleaners will result in the replacement of existing beach cleaners ranging in age from 9 to 19 years old. The budgeted replacement cycle of a Beach Cleaner is six years. The beach cleaners to be replaced are at such an advanced age that managing maintenance costs and repair downtime is creating excessive inefficiencies. The Fleet Review Committee has approved the replacement of these beach cleaners as part of the multi-year vehicle replacement plan.
 
The City Charter provides an alternative procurement method by permitting the City to purchase or otherwise obtain services, supplies, materials, equipment and labor with other governmental agencies by purchasing under their contracts on a voluntary and selective basis when authorized by a Resolution of the City Council.
 
The Department of Public Works, Fleet Services Bureau, investigated procurement options and learned that the City of Newport Beach had completed a competitive bid process for Rockland Beach King Beach Cleaners and has a purchase order with ROO Equipment Company that meets the City's needs. This cooperative purchase agreement will facilitate the timely acquisition of the beach cleaners and provide cost benefits to the City.
 
RDO Equipment Company has agreed to sell two Rockland Beach King Beach Cleaners to the City of Long Beach under the same terms and conditions as are afforded to the City of Newport Beach in an amount not to exceed $180,133.66, with an option for a 10 percent contingency, if necessary, and if funds are available. The Matrix Fleet Review Study also supports the use of cooperative purchase agreements and adherence to a long-term replacement plan.
 
This matter was reviewed by Deputy City Attorney Lori A Conway on March 19,2007, and by Performance Management and Budget Bureau Manager David Wodynski on March 20, 2007.
 
TIMING CONSIDERATIONS
City Council action is requested on April 3, 2007, to ensure that the beach cleaners are built and placed into service for the 2007 summer season.
 
FISCAL IMPACT
The purchase price of two Rockland Beach King Beach Cleaners is $180,134.66, including tax, and is included in the budget of the Fleet Services Fund (IS 386) in the Department of Public Works (PW). The City will have the option of adding expenditures up to 10 percent or $18,013, above the contract amount if necessary and if funds are available.
