Recommendation to authorize City Manager, or designee, to execute all documents necessary to amend Contract No. 36444 with Vimal, Inc., dba Hyland Inn, of Long Beach, CA (Owner), and the City of Long Beach (Occupant) to provide temporary shelters for households experiencing homelessness and/or program participants who are homeless and in need of temporary motel lodging within Long Beach, to increase the contract amount by $470,600, for a revised contract amount not to exceed $941,200. (District 6)

DISCUSSION
City Council approval is requested to amend Contract No. 36444 with Vimal Inc., dba Hyland Inn, to continue occupying this facility to maintain the City of Long Beach's (City) capacity to house people experiencing homelessness and help support potential seasonal increases in demand for emergency housing.
Vimal Inc., dba Hyland Inn, was used as part of the City's Isolation and Quarantine program in response to the COVID-19 pandemic, to shelter individuals who had tested positive for COVID-19, and as a Project Roomkey site to shelter people experiencing homelessness who are most vulnerable to medical complications. Upon completing these projects, the City desired to continue utilizing motel vouchers to shelter vulnerable people experiencing homelessness.
On November 1, 2022, the City Council authorized an occupancy agreement with Vimal Inc., dba Hyland Inn, for providing temporary shelters for households experiencing homelessness and/ or program participants who are homeless and in need of temporary motel lodging within Long Beach for six months commencing November 1, 2022 through April 30, 2023, with the option to extend month to month for up to an additional six months.
The option to extend month to month for six months was exercised on April 12, 2023, extending the term through October 28, 2023, with no additional funds added. This recommendation requests the authority to increase the contract amount by $470,600, for a total contract amount not to exceed $941,200, for the current term.
This matter was reviewed by Deputy City Attorney Anita Lakhani on September 14, 2023, Purchasing Agent Michelle Wilson on September 13, 2023, and by Budget Analysis Officer Greg Sorensen on September 19, 2023.
LEVINE ACT
This item is subject to the Levine Act. The Mayor, Councilmembers, and Commissioners who have received a contribution of more than $250 within 12 months prior from a party, participant, or their representatives involved in this proceeding may do either of the following: (1) disclose the contribution on the record and recuse themselves from this proceeding; OR (2) return the portion of the contribution that exceeds $250 within 30 days from the time the elected official knew or should have known about the contribution and participate in the proceeding.
All parties, participants, and their representatives must disclose on the record of this proceeding any contribution of more than $250 made to the Mayor or any Councilmembers within 12 months prior to the date of the proceeding. The Mayor, Councilmembers, and Commissioners are prohibited from accepting, soliciting, or directing a contribution of more than $250 from a party, participant, or their representatives during a proceeding and for 12 months following the date a final decision is rendered.
EQUITY STATEMENT
The City has incorporated the Equity Toolkit and strategies outlined in the Everyone Home Long Beach plan into this recommendation as requested by the City Council by increasing the shelter inventory in Long Beach. This recommendation will assist people experiencing homelessness in Long Beach who are at increased vulnerability by providing interim housing services in a Housing-First model.
TIMING CONSIDERATIONS
City Council action to amend Contract No. 36444 is requested on October 10, 2023, to ensure there is no interrupton of services.
FISCAL IMPACT
The requested action increases the total contract authority with Vimal, Inc., dba Hyland Inn, by $470,600. The total amount of the contract will not exceed $941,200. Sufficient funds are currently appropriated in the Health Fund Group in the Health and Human Services Department, offset with grant revenue. Any indirect costs that might not ultimately be eligible for grant funds will be funded by the Health Operating Fund, General Fund, or other eligible funds. This recommendation has no staffing impact beyond the normal budgeted scope of duties and is consistent with existing City Council priorities. There is no local job impact associated with this recommendation.
