TITLE
Recommendation to adopt Specifications No. ITB TI 15-108 and award contracts to American Integrated Security Group, of College Point, NY, Metro Video Systems, of El Segundo, CA, Inter-Pacific, Inc., of Irvine, CA, and Platt Security Systems, Inc., of Signal Hill, CA, for purchase and delivery of video surveillance cameras and related system components on an as-needed basis, in an aggregate total amount not to exceed $400,000 per year, for a period of two years, with the option to renew for two additional one-year periods, at the discretion of the City Manager; and
Increase appropriations in the General Services Fund (IS 385) in the Technology and Innovation Department (TI) by $400,000. (Citywide)
DISCUSSION
City Council approval is requested to authorize the City Manager to execute contracts for the as-needed purchase and delivery of video surveillance cameras and related system components. These cameras are part of the Long Beach Common Operating Picture (LBCOP) system, which combines law enforcement data with real time video monitoring to support public safety. Over the past several years, the City of Long Beach has deployed video surveillance cameras to enhance public safety in our community. LBCOP and these cameras have proven to be a cost effective tool for preventing, deterring and investigating crimes.
In September 2010, the Technology and Innovation Department (TI) assumed responsibility for the technical support of the cameras and telecommunications infrastructure connecting the cameras to the City’s network. TI has continued to repair and maintain the existing cameras as well as install new cameras at various locations throughout the City. Nearly 450 cameras City-wide are currently connected to the LBCOP system. As funding is identified, TI, in collaboration with the Long Beach Police Department, plans to continue to maintain current systems and expand the use of video surveillance cameras across the City.
The bid was advertised in the Long Beach Press-Telegram on July 21, 2015, and 4,901 potential bidders specializing in technology hardware/software and services were notified of the bid opportunity. Of those bidders, 88 downloaded the bid via our electronic bid system. The bid document was made available from the Purchasing Division, located on the seventh floor of City Hall, and the Division’s website at www.longbeach.gov/purchasing. A bid announcement was also included in the Purchasing Division’s weekly update of Open Bid Opportunities, which is sent to 22 business groups that represent local, minority and women owned businesses. Six bids were received on August 18, 2015. Of those six bidders, two were Minority-owned Business Enterprises (MBEs), one was a Woman-owned Business Enterprise (WBE), four were certified Small Business Enterprises (SBE)s, and none were Long Beach Businesses (Local). The following four firms were the lowest responsible bidders.

LOCAL BUSINESS OUTREACH
In an effort to align with our outreach goal, Long Beach businesses are encouraged to submit bids for City contracts. The Purchasing Division also assists businesses with registering on the Bids Online database to download bid specifications. Through outreach, 488 Long Beach vendors were notified to submit bids, of which two downloaded and none submitted a bid. The Purchasing Division is committed to continuing to perform outreach to local vendors to expand the bidder pool.
This matter was reviewed by Deputy City Attorney Kendra L. Carney on September 21, 2015 and by Budget Management Officer Victoria Bell on September 23, 2015.
TIMING CONSIDERATIONS
City Council action is requested on October 13, 2015 to ensure existing cameras are operational and to facilitate the timely installation of new cameras.
FISCAL IMPACT
Expenditures for as-needed purchase and delivery of video surveillance and related system components will not exceed an annual amount of $400,000. An appropriation increase of $400,000 is requested in the General Services Fund (IS 385) in the Technology and Innovation Department (TI) for the FY 16 expense, and will be offset by charges to the departments requesting cameras to be installed. Appropriation for future years will be addressed as part of the annual budget process. There is no local job impact associated with this recommendation.
