TITLE

Recommendation to adopt Specifications No. ITB PR22-030 REISSUE and award a contract to Ganahl Lumber Company, of Anaheim, CA, for marine treated lumber, in a total annual amount not to exceed $130,000, for a period of two years, with the option to renew for three additional one-year periods, at the discretion of the City Manager; and, authorize City Manager, or designee, to execute all documents necessary to enter into the contract, including any necessary subsequent amendments.  (Citywide)

 

DISCUSSION

City Council approval is requested to enter into a contract with Ganahl Lumber Company for the purpose of providing marine treated lumber. Ganahl Lumber Company provides necessary lumber to the Parks, Recreation, and Marine Department for preventative and routine maintenance.

 

The areas surrounding the marinas and beaches require specially treated lumber that can withstand the caustic marine environment. Industrial-grade lumber would last only several years before deteriorating under the marine elements, whereas marine treated lumber can last for up to ten years before needing replacement. Areas that require specially treated lumber include: wooden docks at Colorado Lagoon, Mother’s Beach, Pete Archer Rowing Center, Harbor Master’s Office, Lifeguard Station at Alamitos Bay, and the boardwalk at the Peninsula.

 

The bid was advertised in the Long Beach Business Journal on April 19, 2022, and 3,861 potential bidders specializing in marine treated lumber were notified of the bid opportunity. Of those bidders, 11 downloaded the bid via the City’s electronic bid system. The bid document was made available from the Purchasing Division, located on the sixth floor of City Hall, and the Division’s website at www.longbeach.gov/purchasing <http://www.longbeach.gov/purchasing>. A bid announcement was also included in the Purchasing Division’s weekly update of Open Bid Opportunities, which is sent to 42 local, minority-owned, and women-owned business groups. There were two bids received on April 20, 2022. Of those two bidders, none were Minority-owned Business Enterprises (MBEs), none were Women-owned Business Enterprises (WBEs), none were certified Small Business Enterprises (SBEs), and none were Long Beach vendors (Local). Ganahl Lumber Company, of Anaheim, CA, was the lowest responsible bidder.

 

Local Business Outreach

 

To align with the City’s outreach goal, Long Beach businesses are encouraged to submit bids for City contracts. The Purchasing Division also assists businesses with registering on the PlanetBids database to download bid specifications. Through outreach, 350 Long Beach vendors were notified to submit bids, of which one was downloaded, and none submitted a bid. The Purchasing Division is committed to continuing to perform outreach to local vendors to expand the bidder pool.

 

This matter was reviewed by Deputy City Attorney Anita Lakhani on June 1, 2022, Purchasing Agent Michelle Wilson on June 3, 2022, and by Budget Analysis Officer Greg Sorensen on June 13, 2022.

 

TIMING CONSIDERATIONS

City Council action to adopt Specifications No. ITB PR22-030 REISSUE and award a contract concurrently is requested on July 5, 2022 to ensure the contract is in place expeditiously.

 

FISCAL IMPACT

The total annual amount of the contract will not exceed $130,000. Sufficient appropriation is budgeted in the General Fund Group, Tidelands Operating Fund Group, and Tidelands Area Fund Group in the Parks, Recreation and Marine Department. This recommendation has no staffing impact beyond the normal budgeted scope of duties and is consistent with existing City Council priorities. The award of this contract will provide continued support to our local economy by assisting in the preservation of employment for seven employees residing within Long Beach.
