TITLE
Recommendation to authorize City Manager, or designee, to execute all necessary documents to amend Contract No. 34167 and Munis Contract No. 31900668 with American Correctional Solutions, Inc., of Irvine, CA, to provide jail inmate nursing services to the Long Beach Police Department Jail, to increase the contract by $400,000, for a revised total amount not to exceed $900,000, and extend the term of the contract to November 30, 2020. (Citywide)
DISCUSSION
City Council approval is requested to amend Contract No. 34167 and increase Munis Contract No. 31900668 with American Correctional Solutions, Inc. (ACS), by $400,000, to continue providing inmate nursing services to the Long Beach Police Department (LBPD) Jail, and extend the term of the contract to November 30, 2020, to allow for the completion of the procurement process and transition to a new contract due to delays associated with the COVID-19 response.
Jail inmate medical services are necessary to comply with California Code of Regulations, Title 15, Article 11, Medical/Mental Health Care Services, which specifies the requirements and responsibilities for jail health care services, such as ensuring the provision of emergency and basic health care services are available to all inmates at all times. On December 5, 2019, a Request for Proposals (RFP) for jail inmate medical services was released. The RFP process for jail inmate medical services has been disrupted by the COVID-19 emergency response, and therefore, the interim Munis Contract is required through November 30, 2020 until the procurement process resumes and is complete.
Continuation of jail inmate medical services is a critical public safety need. Jail medical staff are responsible for initial assessment of inmates for potential symptoms that could put other inmates and LBPD personnel at a health risk.
This matter was reviewed by Deputy City Attorney Sarah E. Green on March 24, 2020 and by Deputy Finance Director Sandy Tsang-Palmer and Budget Management Officer Rhutu Amin Gharib on April 2, 2020.
TIMING CONSIDERATIONS
City Council action is requested on April 21, 2020, to ensure there is no interruption of services.
FISCAL IMPACT
The recommended action increases the interim contract by $400,000, for a revised total amount not to exceed $900,000 for the period ending November 30, 2020. The additional contract authority of $400,000 will be absorbed in the General Fund Group in the Police Department. This recommendation has no staffing impact beyond the normal budgeted scope of duties and is consistent with existing City Council priorities. There is no local job impact associated with this recommendation.
