TITLE
Recommendation to increase appropriations in the General Fund Group in the City Manager Department by $3,500, offset by the Eighth Council District One-time District Priority Funds, transferred from the Citywide Activities Department, to provide donations of:
1. $2,500 to the Los Angeles County Community Development
Foundation (LACDF) to support their Resident Scholarship
Program;
2. $1,000 to the Speak Up Empowerment Foundation, Inc. to
support the 7th Annual Ms. Single Mom Empowerment
Forum; and
Decrease appropriation in the General Fund Group in the Citywide Activities Department by $3,500, to offset a transfer to the City Manager Department.
DISCUSSION
BACKGROUND:
Los Angeles County Community Development Foundation (LACDF) is the non-profit partner of the Los Angeles County Community Development Agency (LACDA), which provides subsidized housing, community services, and many other programs that benefit residents in need county- wide. LACDF’s Resident Scholarship Program supports the education of public housing residents through financial assistance to pursue higher education at a 4-year university, community college, or vocational training program. Carmelitos, an over 700-unit public housing complex serviced by LACDA and home to many seeking higher education, is located in the heart of the 8th District. This donation will ensure the Resident Scholarship Program is equipped with funds to help our local students achieve their academic goals.
Speak Up Empowerment Foundation, Inc. (SUEF) is a local non-profit aimed at providing support for single parent families, particularly families headed by single moms in the Greater Long Beach area. On Saturday, April 22, SUEF and its partners are hosting the 7th Annual Ms. Single Mom Empowerment Forum. This event will feature expert speakers on financial literacy, business development, and home ownership, along with a pamper center, access to employment opportunities, free lunch, complimentary childcare, and more. This donation will support this important event and ensure each attendee is able to fully benefit from the amazing work of SUEF. This matter has been reviewed by Recovery Budget Officer Dee Okam on March 9, 2023.
FISCAL IMPACT
This recommendation requests the City Manager to provide contributions to the Los Angeles County Community Development Foundation and the Speak Up Empowerment Foundation totaling $3,500. The appropriation increase of $3,500 in the General Fund Group in the City Manager Department will be offset by a decrease of appropriation of the Eighth Council District One-time District Priority Funds in the General Fund Group in the Citywide Activities Department. The recommendation is anticipated to require a minimal level of staff hours beyond the normal budgeted scope of duties and is expected to have a minimal impact on existing City Council priorities. There is no local job impact associated with the recommendation.
