TITLE
Recommendation to adopt resolution authorizing City Manager to submit a grant application to the California Department of Parks and Recreation, through the Habitat Conservation Fund program, in the amount of $280,440 for the West San Gabriel River Parkway project; and execute any documents necessary for the implementation and administration of the project at a total cost of $560,880. (District 5)
DISCUSSION
The Department of Parks, Recreation and Marine has identified a grant opportunity for funding of habitat and open space development through the California Department of Parks and Recreation, Habitat Conservation Fund (HCF) program. The HCF program provides funding to local governments annually under the California Wildlife Protection Act of 1990, Proposition 117. Funds are available for programs that bring urban residents into park and wildlife areas, and for programs that provide for the interpretation of the State's park and wildlife resources.
The West San Gabriel River Parkway will be a walking trail through the area between Spring Street and Atherton Street and between the west levee of the San Gabriel River and the EI Dorado Golf Course, along with access trails through EI Dorado Park. The City of Long Beach has received $614,000 from the San Gabriel and Lower Los Angeles Rivers and Mountains Conservancy for construction of a walking trail between Spring Street and Willow Street, the first phase of this $2.3 million project. HCF program funds will enable the City to complete Phase I of the project with habitat creation in the areas around the trail. Habitat will consist of California native landscaping, including trees, shrubs, and grassland, and an irrigation system to be used for plant establishment and during periods of drought thereafter. As a condition of the HCF grant, the City is required to provide 50 percent matching funds.

TIMING CONSIDERATIONS
City Council action is requested on September 18, 2007, as the grant application is due in Sacramento, California on October 1,2007.
FISCAL IMPACT
[The total project cost is estimated at $560,880. If funded, the grant monies will offset $280,440 of the project development costs. The City's 50 percent match from Park Impact Fees in the FY 2009 Capital Projects Fund budget will fund the remaining $280,440. If the grant is awarded by the State, the Department of Parks, Recreation and Marine will request City Council approval to accept and appropriate the funds.
