TITLE
Recommendation to authorize City Manager, or designee, to execute an agreement, and any subsequent amendments, with the California Office of Traffic Safety to accept and expend grant funding in the amount of $239,000, to implement the Drug-Impaired Driving Initiative, for the period of October 1, 2017 through September 30, 2018; and
Increase appropriations in the Health Fund (SR 130) in the Health and Human Services Department (HE) by $239,000, offset by grant revenue. (Citywide)
DISCUSSION
On June 12, 2017, the City of Long Beach (City) Health and Human Services Department (Health Department) was notified of a tentative award from the California Office of Traffic Safety (OTS). In the months following, the Health Department negotiated a grant agreement with the OTS to implement the Drug-Impaired Driving Initiative, which will be part of the Marijuana Prevention Education program, housed in the Health Department’s Community Health Bureau. The City has been awarded $239,000 for the period of October 1, 2017 through September 30, 2018.
The Health Department will use OTS funding to research and develop a campaign to educate Long Beach residents about the dangers and consequences of drug-impaired driving and, in turn, decrease drug-impaired driving with a primary focus on decreasing marijuana-impaired driving. The campaign will include education and two-way conversations on social media, and the production of a resource page for multiple audiences on the Health Department’s website. Outreach will be conducted through multiple community-based partners to reach youth and parents, and through the Long Beach Collective Association to reach medical marijuana consumers.

TIMING CONSIDERATIONS
City Council action is requested on September 19, 2017, to accept funding and start the program on October 1, 2017.
FISCAL IMPACT
The City will receive reimbursement funding up to $239,000 for the period of October 1, 2017 through September 30, 2018. An appropriation increase in the amount of $239,000 in the Health Fund (SR 130) in the Health and Human Services Department (HE) has been included as part of the recommendation. No match or in-kind service mandate is required, and there is no local job impact associated with this recommendation.
