TITLE
Recommendation to adopt resolution authorizing City Manager to submit three grant applications, totaling $900,000, to the Los Angeles County Regional Park and Open Space District, for the following:  Completion of the trail at the Drake/Chavez Greenbelt, at a total estimated cost of $2,813,000; creation of a new park on the southern section of the Pacific Electric Right-of-Way, at a total estimated cost of $2.5 million; and to supplement the Wrigley Greenbelt Project, at a total estimated cost of $1.3 million.  (Districts 1,3,7)
 
DISCUSSION
In November 1992 and 1996, the voters of California approved Proposition A, the Safe Neighborhood Parks proposition (Proposition).  Don Knabe, Fourth District Supervisor, Los Angeles County, announced the availability of $2 million in grant funding from the Proposition for the development of trails and trail amenities.
 
The Department of Parks, Recreation and Marine is proposing to apply for $900,000 in grant funding from the Proposition for the implementation and completion of the following projects.
 
1)      Drake/Chavez Greenbelt - $300,000.  To complete the trail from the parking lot, near the proposed soccer fields, to Anaheim Street (Attachment A).  This grant will provide the necessary funding to complete the project.
 
2)      Pacific Electric Right-of-Way (PE ROW) South - $300,000.  To partially construct a trail from Ximeno Avenue to Park Avenue/4th Street on the former PE ROW (Attachment B).  While the funding is not sufficient to complete the construction of the project, if awarded, this funding will be utilized to start the first phase of the project.  The funds can also be used as a match for future grant programs in order to obtain the necessary final funding to complete the project.
 
3)      Wrigley Greenbelt Project - $300,000.  To complete the Wrigley Greenbelt trail from Wardlow Road, south to Willow Street, along the Los Angeles River (Attachment C).  This grant will provide the necessary funding to complete the project.  
 
 
 
This matter was reviewed by Deputy City Attorney Gary J. Anderson on August 16, 2013, and by Budget Management Officer Victoria Bell on August 21, 2013.
 
TIMING CONSIDERATIONS
City Council action is requested on September 10, 2013, in order to allow the timely submission of the grant applications to the Los Angeles County Regional Park and Open Space District.
 
FISCAL IMPACT
The requested amount of $900,000 in Proposition A grant funding will provide $300,000 in partial funding for each of the following projects:
 
·      Drake/Chavez Greenbelt: The total estimated project cost is $2,813,000.  Previously awarded grant funding of $2,513,000 is currently budgeted in the Capital Projects Fund (CP) in the Department of Parks, Recreation and Marine (PR).
·      PE ROW South:  The total estimated project cost is $2,500,000.  The requested grant funding will provide for the first phase of the project.
·      Wrigley Greenbelt Project:  The total estimated project cost is $1,300,000.  Previously awarded grant funding of $1,000,000 is currently budgeted in the Capital Projects Fund (CP) in the Department of Parks, Recreation and Marine (PR).
 
This grant program does not require matching funds or in-kind services.  Should the grant applications be selected for funding, a recommendation will be made to the City Council to accept the grants and appropriate the funding.  There is no impact to jobs associated with the recommended action.
