DISCUSSION

City Council approval is requested to amend Contract No. 35089 with ABM Industries Group, LLC (“ABM”) to continue providing custodial services. Various City of Long Beach (City) departments require regular cleaning and sanitizing of buildings due to lack of staff as well as emergency sanitizing for public health emergencies.

 

On October 23, 2018, the City Council awarded a contract to ABM as part of its adoption of ITB LB18-082 for providing custodial services for two years, with the option to renew for three additional one-year periods. The initial contract amount with ABM was $1,366,711, inclusive of a 10 percent contingency. On June 15, 2021, the City Council authorized the City Manager to execute an amendment to increase the annual contract amount by $900,000 to appropriately respond to the emergency related to the COVID-19 pandemic, including necessary enhanced cleaning and disinfection services for the continuity of operations at critical first responder and City service locations. The third and final renewal was exercised and expires on November 6, 2023. The contract extension will provide time to complete a new competitive, formal bid and award a new contract in accordance with procurement policies. This request will allow for the continuation of service without interruption while a formal procurement process takes place.

 

This matter was reviewed by Deputy City Attorney Atoy H. Wilson and Purchasing Agent Michelle Wilson on September 18, 2023, and by Revenue Management Officer Geraldine Alejo on September 29, 2023.

 

TIMING CONSIDERATIONS

City Council action to amend Contract No. 35089 is requested on October 17, 2023 to ensure there is no interruption to services.

 

FISCAL IMPACT

The requested action increases the contract authority with ABM by $1,703,584 for a revised total contract amount not to exceed $11,702,892, inclusive of a 20 percent contingency. The contract will be used citywide and is budgeted in various fund groups and departments. This recommendation has no staffing impact beyond the normal budgeted scope of duties and is consistent with existing City Council priorities. The approval of this contract amendment will provide continued support to our local economy by assisting in the preservation of employment for 10 full-time and 33 part-time employees residing in Long Beach.
