TITLE
Recommendation to receive supporting documentation into the record, conclude the hearing, adopt resolution for a street name change for the 4400 block of Cerritos Drive between San Antonio Drive and Orange Avenue to Le Park Drive; and authorize City Manager to direct the Public Works Director to change maps and street signs as necessary.  (District 8)

DISCUSSION
Staff is requesting that the City Council approve the renaming of the section of the 4400 block of Cerritos Drive between San Antonio Drive and Orange Avenue to Le Park Drive (Exhibit A - Area map). The name change is to relieve confusion between Cerritos Drive and Cerritos Avenue.  Cerritos Avenue runs nearly the length of the City from north to south and is in close proximity to Cerritos Drive.  At the 4400 block, addresses overlap on both streets and are identical for some properties, creating confusion for delivery of mail and emergency services.

On June 19, 2008, the Planning Commission conducted a public hearing on the proposal and forwarded a recommendation of approval to rename the section of the 4400 block of Cerritos Drive between San Antonio Drive and Orange Avenue to a name to be determined by the community.  After meeting with the community on September 18, 2008, it was agreed that the street be named Le Park Drive.

Section 20.36.110 of the Long Beach Municipal Code regulates street names. An existing street name may be changed if it would be beneficial to the neighborhood and would not affect the delivery of City services. This request has been reviewed by the Police Department, Fire Department and Public Works Department, and they have expressed no concerns with the proposed street name change.  No other entity will be impacted.

In accordance with the Guidelines for Implementation of the California Environmental Quality Act, a Categorical Exemption (CE 09-087) was issued.

This letter was reviewed by Assistant City Attorney Michael Mais on October 20, 2010 and by Budget Management Officer Victoria Bell on November 1, 2010.

TIMING CONSIDERATIONS
Implementation of the street name change at the earliest possible date will alleviate any confusion with emergency services that currently exists between Cerritos Drive and Cerritos Avenue.

FISCAL IMPACT
The estimated cost to construct and install the new street signs is $2000 as determined by the Public Works Department.  The cost will be covered by the General Fund (GP) in the Public Works (PW) Department.

SUGGESTED ACTION
Approve recommendation.
