TITLE
Recommendation to authorize City Manager to execute all necessary agreements and any subsequent amendments that change the terms or increase grant amounts with the County of Los Angeles to receive a $450,000 grant for the Summer Youth Employment Program for the period of July 1, 2007 through June 30, 2008; and increase appropriations by $450,000 in the Community Development Grants Funds (SR 150) in the Department of Community Development (CD). (Citywide)
DISCUSSION
The Workforce Development Bureau's Youth Opportunity Center (YOC) provides a wide range of career development services to young people, ranging in age from 14 to 24. Among those services, providing work experience and on-the-job training learning is key. The County of Los Angeles received approval from the Board of Supervisors at the end of June to fund a Summer Youth Employment Work Experience Program (Program). The City has received notice of funding for the Program to run July 1, 2007 through June 30, 2008.
Work experience and on-the-job training experiences will be provided at various public and non-profit organizations throughout Long Beach, Signal Hill, Torrance and Lomita. This year's funds will allow the YOC to employ approximately 250 young people, ages 14 - 21, during the summer months and the Long Beach Unified School District's Fall semester. Youth served in the YOC's Program will be from low-income families, with an estimated quarter of the participants' families receiving public assistance.
Prior to placement at work sites, participating youth will have attended work readiness sessions, focusing on employer expectations and workplace behaviors. Youth will earn $7.50 an hour for a total of 150 hours, working an average of 25 hours per week. Each participating youth will be assigned a case manager to help him or her get the most from the work experience opportunity, and to prepare for and address challenges that are common in the workplace. Transportation assistance will be provided for youth in need.
This letter was reviewed by Deputy City Attorney Gary J. Anderson on June 26, 2007 and Budget and Performance Management Manager David Wodynski on July 9,2007.
TIMING CONSIDERATIONS
City Council action is requested on July 17, 2007 to facilitate processing of required documents.
FISCAL IMPACT
An appropriation increase of $450,000 is requested in the Community Development Grants Fund (SR 150) in the Department of Community Development (CD). The appropriation increase is included in the recommendation. There is no impact on the General Fund.
