Recommendation to authorize City Manager, or designee, to execute
all necessary agreements, all sub-grant agreements and any subsequent amendments thereto that change the terms or extend the time period for the FY 11 and FY 12 Emergency Solutions Grant (ESG) Program allocation of $346,988 to fund two projects for the period of October 1, 2012 through September 30, 2013, with an option to extend the ESG Program for an additional operational period ending on
August 31, 2014. (Citywide)
DISCUSSION
The Emergency Solutions Grant (ESG) is a formula allocation from the Department of Housing and Urban Development, as part of the City Consolidated Plan, which is managed by the Development Services Department, Neighborhood Services Bureau. The Long Beach Department of Health and Human Services (Health Department) Homeless Services Division manages this component of the Consolidated Plan, in addition to Homeless Prevention Rapid Re-housing Program (HPRP) Stimulus Funds and the HOME move-in deposit assistance program as leveraged resources to the Continuum of Care system.
Under the Homeless Emergency Assistance and Rapid Transition to Housing (HEARTH) Act, there is an increase in allocation under the new ESG, effective with the FY 11 Action Plan and another increase for the FY 12 Action Plan that must be allocated to existing prevention components and one new project for Rapid Re-housing, a new eligible component under the ESG activities under the HEARTH Act. This funding increase is a continuation of Stimulus Act HPRP funded activities. This funding will continue to provide supportive services and housing for the homeless, and persons at risk of becoming homeless.
As the lead entity for the local homeless Continuum of Care, the Health Department released a Request for Proposals on August 6, 2012 to allocate increases in the FY 11 and FY 12 allocations, as dictated by the HEARTH Act. Available for allocation is $285,806 for Rapid Rehousing and $36,974 for Prevention due to an increase in the ESG FY 11 and FY 12 allocations for eligible applicants that are current nonprofit agencies funded by the Long Beach Continuum of Care (Attachment B).
The proposal review process will be conducted by an Ad Hoc Proposal Review Committee comprised of two Homeless Services Advisory Committee members and one Board of Health and Human Services member.
Total funding for the nonprofit agencies recommended for ESG program monies amounts to $322,780. Funding is allocated for one year, October 1, 2012 - September 30, 2013, with an option to extend funding for a second operational period, ending on August 31, 2014. A total of $24,208 (7.5%) is eligible for administrative support by Health Department staff to manage the ESG program.

TIMING CONSIDERATIONS
City Council action is requested on September 11, 2012 to begin contracting for this ESG FY 11 and FY 12 increase, which begins on October 1, 2012.
FISCAL IMPACT
Funding is included in the FY 13 Proposed Budget in the General Fund (GP) in the Department of Health and Human Services (HE) and is offset by Emergency Shelter Grant monies. These funds do not require any City match and would supplement programs currently operated within the City's Continuum of Care System. There is no City match and no local job impact associated with the recommended action.
