TITLE
Recommendation to adopt Plans and Specifications No. R-6843 for intersection modifications at Walnut Avenue and Alamitos Avenue; award the contract to Sully Miller Contracting, Inc., of Brea, CA, in the amount of $851,569, plus a 15 percent contingency in the amount of $127,735, for a total contract amount not to exceed $979,304; authorize City Manager, or designee, to execute all documents necessary to enter into the contract, including any necessary amendments thereto;
Accept Categorical Exemption CE 138-08; and
Increase appropriations in the Gas Tax Street Improvement Fund (SR 181) in the Public Works Department (PW) by $450,000, offset by federal MAP-21 grant funds. (District 6)
DISCUSSION
City Council approval is requested to enter into a contract with Sully Miller Contracting, Inc. (Sully Miller), for intersection modifications at Walnut Avenue and Alamitos Avenue.
The intersection modifications at Walnut Avenue and Alamitos Avenue are in need of rehabilitation. The work to be done consists of construction of a new four-way signalized intersection, which will include the realignment of Alamitos Avenue, removal of a diagonal portion of East 20th Street, widening of East 20th Street, and realignment of East Wesley Drive. A vicinity map showing the project location is attached.
This bid was advertised in the Long Beach Press-Telegram on February 11, 2016, and 3,917 potential bidders specializing in construction were notified of the bid opportunity. Of those notified, 81 downloaded the bid via the City’s electronic bid system. The bid documents were made available by the Purchasing Division, located on the seventh floor of City Hall, and on the Division’s website at www.longbeach.gov/purchasing <http://www.longbeach.gov/purchasing>. A bid announcement was also included in the Purchasing Division’s weekly update of Open Bid Opportunities, which was sent to 22 local, minority and women-owned business groups. Bid documents were also sent to several trade publications and plan rooms catering to these groups within the construction industry. Seven bids were received on March 30, 2016. Of those seven bidders, one was a certified Small Business Enterprise (SBE), one was a Long Beach business (Local), and none were Minority-owned Business Enterprises (MBEs), Women-owned Business Enterprises (WBEs), or Disadvantaged Business Enterprises (DBEs).
Local Business Outreach
In an effort to align with the City’s outreach goal, Long Beach businesses are encouraged to submit bids for City contracts. The Purchasing Division also assists businesses with registering on the Bids Online database to download bid specifications. Through outreach, 351 Long Beach vendors were notified to submit bids, of which 18 downloaded and one submitted a bid. The Purchasing Division is committed to continuing to perform outreach to local vendors to expand the bidder pool.
This matter was reviewed by Deputy City Attorney Robin Zur Schmiede on May 19, 2016 and by Assistant Finance Director Lea Eriksen on May 27, 2016.
SUSTAINABILITY / ENVIRONMENTAL
Approximately 1,000 tons of asphalt material will be removed and recycled into new asphalt or utilized as base material on other street projects. The street will be resurfaced with asphalt containing up to 15 percent recycled material. Finally, 500 cubic yards of road base made from recycled concrete, rock, sand and asphalt will be utilized in this project, and all concrete work will include recycled waste ash, diverting these materials from landfills.
In accordance with the California Environmental Quality Act (CEQA), this project was determined to be categorically exempt, pursuant to Title 14 California Code of Regulations Chapter 3, Article 19, Section 15304. A Categorical Exemption CE 138-08 (attached) was filed on December 2, 2008.
COMPLETE STREETS ASSESSMENT
Pursuant to Assembly Bill 1358 (the California Complete Streets Act) and as part of the implementation of the Mobility Element of the Long Beach General Plan, the City’s practice is to conduct a complete streets assessment for all roadway construction projects. The project site, located at the intersection of Walnut Street and Alamitos Avenue, has surrounding residential and recreational uses. Reconfiguration of the intersection will improve safety for pedestrians and cyclists, operations for vehicles, and provide a connection between Jenni Rivera Memorial Park and Chittick Field Park. The intersection will have a scramble phasing and be able to accommodate bike lanes as they are added to the intersecting streets. The project site has landscaped areas along the sidewalks and additional landscaping may be added to enhance the pedestrian realm.
TIMING CONSIDERATIONS
City Council action to adopt Plans and Specifications No. R-6843 and award a contract concurrently is requested on July 19, 2016, to ensure the contract is in place expeditiously to meet the federal funding reimbursement deadline.
FISCAL IMPACT
The total project cost is estimated at $1,196,454, which includes the construction contract award of $979,304, and the cost for design, construction, construction management, labor compliance and project oversight. Of the total project cost, $450,000 will be funded with federal MAP-21 grant funds. Federal MAP-21 grant funds are intended for improvements and maintenance of surface transportation infrastructure. The grant is currently unbudgeted; therefore, an appropriation increase of $450,000, offset by reimbursement grant revenue, is requested in the Gas Tax Street Improvement Fund (SR 181) in the Public Works Department (PW).
The grant has a match requirement of $580,895. The match requirement, as well as the remaining project balance of $165,559, will be funded with Transportation Improvement Fees and is appropriated in the Capital Project Fund (CP) in the Public Works Department (PW). Approval of this recommendation will result in a positive local job impact.
