DISCUSSION
In 1992, the voters of Los Angeles County approved Proposition A, establishing a $540 million park and open space property assessment to fund the acquisition, restoration, and rehabilitation of real property for parks and park safety, senior recreation facilities, gang prevention, beaches, recreation, community and cultural facilities, trails, wildlife habitats and natural lands, and maintenance and servicing of those projects. The proposition also created the Los Angeles County Regional Park and Open Space District (District) to manage the funds. In 1996, voters approved an increase of $319 million to the assessment for additional projects. The Los Angeles County Board of Supervisors serves as the Board of Directors of the Los Angeles County Regional Park and Open Space District.
 
The District has provided Proposition A funds for a wide variety of park projects throughout the City of Long Beach (City), including the Houghton Skate Park and the playground at Martin Luther King, Jr. Park. Houghton Skate Park has been completed and has a remaining balance of $7,617.24. In order to be able to use these residual funds for completion of improvements that are under construction in Martin Luther King,
 
Jr. Park, the City Council must authorize two actions: (1) the redirection of residual funds from Houghton Skate Park to the Martin Luther King, Jr. Park Playground Project, and (2) amendment of the project agreement for the Martin Luther King, Jr. Park Playground Project to modify the project description to add swimming pool facility improvements and delete playground equipment. Following these authorizations, the Los Angeles County Board of Supervisors will act to transfer the funds and modify the project description.
 
Deputy City Attorney Gary J. Anderson reviewed this matter and prepared the attached Resolution on June 14, 2007, and Budget and Performance Management Bureau Manager David Wodynski reviewed this matter on June 21,2007.
 
TIMING CONSIDERATIONS
City Council action is requested on July 3, 2007, to submit the Resolution to the Los Angeles County Regional Park and Open Space District in a timely manner.
 
FISCAL IMPACT
An appropriation decrease of $7,617.24 in the Capital Projects Fund (CP) in the Department of Public Works, and an appropriation increase of $7,617.24 in the Capital Projects Fund (CP) in the Department of Parks, Recreation and Marine (PR) is requested.
