DISCUSSION

City Council approval is requested to accept a $4,000 sponsorship from the Port of Long Beach (Port) to fund the Neighborhood Leadership Program (NLP) class of 2022.  The NLP provides training for residents working to improve their neighborhoods.  The 2022 class marks the 7th year that the Port has awarded funding to support the NLP.  The Port funding is provided through The Long Beach Community Investment Company as fiscal partner.

 

The award-winning NLP is a nationally recognized, multi-lingual, multi-cultural training program designed to improve neighborhoods through capacity building of residents.  The program is free to participants and has been offered by the Development Services Department’s (Department) Housing and Neighborhood Services Bureau since 1992.  Over 770 residents have completed this intensive curriculum, which develops leadership and neighborhood improvement skills.  The NLP Class of 2022 began on May 5, 2022.  Participants will work together on three community projects that will assist in providing the value of leveraging resources and developing partnerships to positively impact Long Beach neighborhoods. The program provides translation support to non-English speaking participants.  A copy of the program application is attached (Attachment A).

 

This matter was reviewed by Principal Deputy City Attorney Richard F. Anthony on ------------------------------------March 29, 2022 and by Revenue Management Officer Geraldine Alejo on April 8, 2022.

 

TIMING CONSIDERATIONS

City Council action is requested on May 10, 2022 to receive the sponsorship funding in support of 2022 NLP activities.

 

FISCAL IMPACT

The Department will receive $4,000 in sponsorship funds from the Port for the NLP Class of 2022. Funding will help support the NLP Class of 2022 Alumni Reunion Dinner and four class projects. An appropriation increase of $4,000 is requested in the Community Development Grants Fund Group in the Department, offset by sponsorship revenue from the Port.  The sponsorship funding has no required match or in-kind service mandate. The total funding available for the NLP will be $25,687, comprised of $4,000 from the Port sponsorship and $21,687 from various funding sources including Community Development Block Grant funds and previous grants from Marathon Petroleum and Laserfiche. The recommendation has no staffing impacts beyond the normal budgeted scope of duties and is consistent with existing City Council priorities. There is no local job impact associated with this recommendation.
