Recommendation to adopt Plans and Specifications No. R-7053 for the 3rd Street and Broadway Cycle Track Project; award a contract to Sully-Miller Contracting Company, of Brea, CA, in the amount of $1,834,000, authorize a 10 percent contingency in the amount of $183,400, for a total contract amount not to exceed $2,017,400; authorize City Manager, or designee, to execute all documents necessary to enter into the contact, including any necessary amendments;

 

Increase appropriations in the Capital Projects Fund (CP) in the Public Works Department (PW) by $253,153, offset by a transfer from the General Services Fund (IS 385) in the Technology and Innovation Department (TI); and

 

Accept Caltrans’ NEPA/CEQA Re-Validation CE 201008004.

DISCUSSION

City Council approval is requested to enter into a contract with Sully-Miller Contracting Company (Sully-Miller), for the construction of the 3rd Street and Broadway Cycle Track Project (Project).

 

The Project will reconfigure the 1.1-mile bicycle boulevard along 3rd Street and Broadway, between Golden Avenue and Alamitos Avenue (Attachment A).  The existing parking-protected bike lanes will be relocated from the left side of the street to the right side with enhanced green road markings at intersections and driveways.  The new configuration will provide seamless bike connections with existing and forthcoming bike facilities east of Alamitos Avenue.  The Project includes new median bus stop islands, parking meters, striping, and signage.

 

The bid was advertised in the Long Beach Press-Telegram on April 5, 2017, and 4,626 potential bidders specializing in construction services were notified of the bid opportunity. Of those bidders, 101 downloaded the bid via the City's electronic bid system. The bid document was made available from the Purchasing Division, located on the seventh floor of City Hall, and the Division's website at www.longbeach.gov/purchasing. A bid announcement was also included in the Purchasing Division's weekly update of Open Bid Opportunities, which is sent to 22 local, minority, and women-owned business groups. Bid documents were also sent to several trade publications and plan rooms catering to these groups within the construction industry. Four bids were received on January 10, 2018. Of those four bidders, none were Minority-owned Business Enterprises (MBEs), Women-owned Business Enterprises (WBEs), or certified Small Business Enterprises (DBEs), and one was a Long Beach Business (Local). Sully-Miller Contracting Company, of Brea, CA (not DBE, MBE, WBE or Local), was the lowest responsible bidder.

 

Local Business Outreach

 

In an effort to align with the City's outreach goals, Long Beach businesses are encouraged to submit bids for City contracts. The Purchasing Division assists businesses with registering on the PlanetBids database to download bid specifications. Through outreach, 411 Long Beach vendors were notified to submit bids, of which four downloaded and one submitted a bid. The Purchasing Division is committed to continuing to perform outreach to local vendors to expand the bidder pool.

 

This matter was reviewed by Deputy City Attorney Linda T. Vu on May 18, 2018 and by Revenue Management Officer Geraldine Alejo on June 4, 2018.

 

SUSTAINABILITY/ENVIRONMENTAL

 

The Project builds parking protected bikeways on 3rd Street and Broadway, encouraging bicycle use by providing a safer travel environment.  The Project increases the potential for bicycles as an alternate mode of transportation, resulting in less vehicle usage and a reduction of air pollution harmful to the environment. These improvements provide residents with additional recreational opportunities and health benefits. 

 

In conformance with the California Environmental Quality Act, Categorical Exemption CE 201008004 was issued for this project on September 20, 2017 (Attachment B).

 

COMPLETE STREETS ASSESSMENT

 

Pursuant to Assembly Bill 1358 (the California Complete Streets Act), and as part of the implementation of the Mobility Element of the Long Beach General Plan, the City’s practice is to conduct a complete streets assessment for all roadway construction projects.  The project site is a downtown planned development district, zoned for mixed-use, community commercial automobile-oriented, park and multi-family residential.  It currently has 7 to 16-foot-wide sidewalks, eight bus stops served by three Long Beach Transit routes, and parking protected bike lanes with enhanced green road markings at intersections and driveways.  The project also includes construction of new bus stop islands at transit stops. This infrastructure encourages the use of multi-modes of transportation by motorists, bicyclists, public transit passengers, and pedestrians of all ages and abilities.

 

TIMING CONSIDERATIONS

City Council action to adopt Plans and Specifications No. R-7053 and award a contract concurrently is requested on June 19, 2018, to ensure that the contract is in place expeditiously.  

 

FISCAL IMPACT

The total cost for this project is estimated at $2,450,866, which includes the contract award amount of $2,017,400, inclusive of a 10 percent contingency, and the cost for design, construction, construction management, labor compliance, and project oversight. This project is supported by $1,600,000 from a Caltrans grant and $78,000 in State Gas Tax funding both appropriated in the Gas Tax Street Improvement Fund (SR 181), as well as $343,000 from Measure R funding and $176,513 from AB 2766 funding both appropriated in the Transportation Fund (SR 182), in the Public Works Department (PW). The Caltrans grant has a 20 percent match requirement of $320,000, of which $76,860 is included as part of the Measure R funding supporting this project. The remainder of the match is supported by State Gas Tax funding and appropriated as part of a subsequent phase of this project.

 

An appropriation increase for the remaining balance of $253,153 is requested in the Capital Projects Fund (CP) in the Public Works Department (PW), offset by revenue from the General Service Fund (IS 385) in the Technology and Innovation Department (TI) for fiber-related work completed as part of the Project.  Approval of this recommendation will provide continued support to our local economy. The number of additional local jobs created by these projects will not be known until the contractors complete their hiring and construction has commenced.
