TITLE
Recommendation to increase appropriations in the General Fund Group in the City Manager Department by $150, offset by the Second Council District One-time District Priority Funds, transferred from the Citywide Activities Department, to provide a donation to the Bluff Heights Neighborhood Association for a tree planting event; and
Decrease appropriations in the General Fund Group in the Citywide Activities Department by $150, to offset a transfer to the City Manager Department.
DISCUSSION
Bluff Heights Neighborhood Association is a 501(c)(4) nonprofit organization that serves the Bluff Heights neighborhood in the Second District. The neighborhood extends from Redondo Avenue on the east to Junipero Avenue on the west, 4th Street on the north to East Broadway Avenue on the south, omitting Carroll Park and Lowena Historic Districts. Bluff Heights is recognized by the City of Long Beach as a historic district, that is regulated by special codes to help to preserve the architectural integrity of the homes and buildings in the neighborhood. Bluff Heights Historic District (BHHD) was given historic landmark status by the City of Long Beach on July 13, 2004. Originally the area was part of the Alamitos Beach Townsite, developed by John W. Bixby in 1886 and annexed to Long Beach in 1905.
The Bluff Heights Neighborhood Association is a non-profit, volunteer organization dedicated to community relationship building, education, historic preservation, public safety, neighborhood beautification designed to enhance the quality of life among its residents. It is appropriate for the City Council to support continuing programming that advances neighborhood beautification and engagement between neighbors, such as this tree planting event.

TIMING CONSIDERATIONS
This recommendation requests the City Manager Department to provide a contribution to the Bluff Heights Neighborhood Association for a tree planting event scheduled in April 2022. The total appropriation increase of $150 in the General Fund Group in the City Manager Department will be offset by a decrease of appropriation of Second Council District One-time District Priority Funds in the General Fund Group in the Citywide Activities Department. The requested action is anticipated to require a minimal level of staff hours beyond the budgeted scope of duties and a have minimal impact on meeting other City Council priorities There is no local job impact associated with the recommendation.
