DISCUSSION

The Police Department (PD) requests approval to enter into contracts with Dr. Maryam Abdelnaby, Dr. Melvin Webb, Dr. Sophia Momand, Decton, Inc., and American Correctional Solutions for providing jail inmate physician and relief nursing services in an annual amount not to exceed $600,000.  Jail inmate physician and relief nursing services are necessary to be in compliance with California Code of Regulations, Title 15, Article 11, Medical/Mental Health Care Services, which indicates the requirements and responsibilities for jail health care services, such as ensuring the provision of emergency and basic health care services are available to all inmates at all times.  Multiple on-site medical providers are necessary to avoid any disruption in services. 

 

The Request for Proposals (RFP) detailed a scope of services necessary for jail inmate physician and relief nursing services, including demonstrated experience, expertise and availability of personnel, capability, and reasonableness of cost.  Submitted responses were evaluated based on these components and five proposals are recommended to include contract nursing agencies, independent contractor nurses, and independent contractor physicians.

 

The RFP was advertised in the Long Beach Press Telegram on July 31, 2015, and 4,961 potential proposers specializing in physician and nursing services were notified of the RFP opportunity.  Of those proposers, 19 downloaded the bid via our electronic bid system.  The RFP document was made available from the Purchasing Division, located on the seventh floor of City Hall, and the Division’s website at www.longbeach.gov/purchasing. 

 

An RFP announcement was also included in the Purchasing Division’s weekly update of Open Bid Opportunities, which is sent to 22 local, minority and women-owned business groups.  Five proposals were received on August 21, 2015.  Of those five proposers, none were Minority-owned Business Enterprises (MBEs), Women-owned Business Enterprises (WBEs), certified Small Business Enterprises (SBEs), or Long Beach businesses (Local). 

 

Local Business Outreach

 

In an effort to align with our outreach goal, Long Beach businesses are encouraged to submit proposals for City contracts.  The Purchasing Division also assists businesses with registering on the Bids Online database to download the RFP specifications.  Through outreach, 503 Long Beach vendors were contacted to submit a proposal, however none downloaded or submitted a proposal.  The Purchasing Division is committed to continuing to perform outreach to local vendors to expand the bidder pool.

 

This matter was reviewed by Deputy City Attorney Kendra Carney on September 10, 2015, and by Budget Management Officer Victoria Bell on September 16, 2015.

                     

TIMING CONSIDERATIONS

City Council action to adopt Specifications No. RFP PD15-154 and award contracts concurrently is requested on October 13, 2015 to ensure the contracts are in place expeditiously. 

 

FISCAL IMPACT

The estimated annual aggregate amount not to exceed $600,000 is budgeted in the General Fund (GF) in the Police Department (PD).  There is no local job impact associated with this recommendation.
