TITLE
Recommendation to adopt Specifications No. ITB PR20-066 (REBID) and award a contract to PumpMan, LLC, of Baldwin Park, CA, for furnishing and supplying irrigation, water and sewage pumps, in a total annual amount not to exceed $200,000, for a period of two years, with the option to renew for three additional one-year periods, at the discretion of the City Manager; and, authorize City Manager, or designee, to execute all documents necessary to enter into the contract, including any necessary amendments. DISCUSSION
City Council approval is requested to enter into a contract with PumpMan, LLC, for the furnishing and supplying of irrigation, water and sewage pumps. Pumps will be purchased, as needed, to be utilized in various parks, open spaces, beaches, and marinas throughout the city by the Parks, Recreation and Marine Department (PRM).
ITB PR20-066 was previously bid in early FY 21, and to expand the bidder pool, it was rebid. The bid was advertised in the Long Beach Press-Telegram on March 26, 2021, and 226 potential bidders specializing in irrigation, water and sewage pumps were notified of the bid opportunity. Of those bidders, 36 downloaded the bid via the City’s electronic bid system. The bid document was made available from the Purchasing Division, located on the sixth floor of City Hall, and the Division’s website at www.longbeach.gov/purchasing <http://www.longbeach.gov/purchasing>. A bid announcement was also included in the Purchasing Division’s weekly update of Open Bid Opportunities, which is sent to 35 local, minority-owned, and women-owned business groups. One bid was received on May 19, 2021. The one bidder is not a Minority-owned Business Enterprise (MBE), Women-owned Business Enterprise (WBE), certified Small Business Enterprise (SBE), or Long Beach vendor (Local). PumpMan, LLC, of Baldwin Park, CA (not an MBE, WBE, SBE, or Local), was the sole responsible bidder.
The award of this contract will allow PRM to replace broken or irreparable pumps that are necessary for operations. Pumps are used in parks to pressurize irrigation systems to allow for optimum water distribution and distribute water throughout PRM’s lake conveyance system. Pumps are also used in beaches, marinas and waterways to provide fresh water to the Rainbow Lagoon and circulation system, as well as the wave fountain along the Esplanade.
Local Business Outreach
To align with the City’s outreach goal, Long Beach businesses are encouraged to submit bids for City contracts. The Purchasing Division also assists businesses with registering on the PlanetBids database to download bid specifications. Through outreach, five Long Beach vendors were notified to submit bids, of which all downloaded and none submitted a bid. The Purchasing Division is committed to continuing to perform outreach to local vendors to expand the bidder pool.
This matter was reviewed by Principal Deputy City Attorney Gary J. Anderson on July 13, 2021, Business Services Bureau Manager Tara Mortensen on July 19, 2021, and by Budget Analysis Officer Greg Sorensen on July 21, 2021.
TIMING CONSIDERATIONS
City Council action to adopt Specifications No. ITB PR20-066 (REBID) and award a contract concurrently is requested on August 10, 2021, to ensure the contract is in place expeditiously.
FISCAL IMPACT
The total annual amount of the contract will not exceed $200,000. Sufficient appropriation to support the contract is budgeted in the General Fund Group, Tidelands Operating Fund Group, and Tidelands Area Fund Group in the Parks, Recreation and Marine Department. This recommendation has no staffing impact beyond the normal budgeted scope of duties and is consistent with existing City Council priorities. There is no local job impact associated with this recommendation.
