TITLE

Recommendation to adopt Plans and Specifications No. 3500016012 and award a contract to New Dynasty Construction Co., of Tustin, CA, for the 3861 Worsham Avenue tenant improvement project Phase 2, in an amount of $2,125,686, authorize a 15 percent contingency in the amount of $318,853, for a total contract amount not to exceed $2,444,539; and authorize City Manager, or designee, to execute all documents necessary to enter into the contract, including any necessary subsequent amendments.  (Citywide)

 

DISCUSSION

City Council approval is requested to enter into a contract with New Dynasty Construction Co. for Phase 2 of the 3861 Worsham Avenue (Facility) tenant improvement project (Project).

 

During the COVID-19 pandemic, the Health and Human Services Department (Health Department) leased the Facility to serve as a local distribution center for PPE, prophylaxis, and vaccinations.  The Project will construct additional workspaces, offices, and a training room at the Facility to support public health and other emergency response operations.  The additional construction will include space for the City of Long Beach’s (City) All-Hazards Incident Management Team to operate from and house City staff from the Public Health Emergency Management division of the Health Department who support COVID-19 testing and vaccine operations, and respond to other public health emergencies.  The Project is entirely grant-funded through the CDC’s Epidemiology and Laboratory Capacity (ELC) Expansion grant.

 

The bid was advertised in the Long Beach Press-Telegram on February 16, 2022, and 592 potential bidders specializing in construction services were notified of the bid opportunity.  Of those bidders, 67 downloaded the bid via the City’s electronic bid system.  The bid announcement was made available from the Purchasing Division, located on the sixth floor of City Hall, and the Division’s website at www.longbeach.gov/purchasing <http://www.longbeach.gov/purchasing>.  A bid announcement was also included in the Purchasing Division’s weekly update of Open Bid Opportunities, which is sent to 42 local, minority, and women-owned business groups.  There were eigh bids received on April 15, 2022.  Of those eight bidders, two were Minority-owned Business Enterprises (MBEs), none were Women-owned Business Enterprises (WBEs), one was certified Small Business Enterprises (SBEs), and none were Long Beach vendors (Locals). New Dynasty Construction Co., of Columbus, OH (not a MBE, WBE, SBE or Local), was the lowest responsive and responsible bidder.

 

Local Business Outreach

 

To align with the City’s outreach goal, Long Beach businesses are encouraged to submit bids for City contracts.  The Purchasing Division also assists businesses with registering on the PlanetBids database to download the bid specifications.  Through outreach, 34 Long Beach vendors were notified to submit bids, of which none downloaded and none submitted a bid.  The Purchasing Division is committed to continuing to perform outreach to local vendors to expand the bidder pool.

 

This matter was reviewed by Deputy City Attorney Taylor M. Anderson on April 28, 2022, Purchasing Agent Michelle Wilson on April 27, 2022, and by Budget Analysis Officer Greg Sorensen on April 29, 2022.

 

TIMING CONSIDERATIONS

City Council action to adopt Plans and Specifications No. 3500016012 and award a contract concurrently is requested on May 24, 2022, to ensure the contract is in place expeditiously.

 

FISCAL IMPACT

The total amount of the contract will not exceed $2,444,539, inclusive of a 15 percent contingency.  Sufficient funds are currently budgeted in the Health Fund Group in the Health and Human Services Department.  This recommendation has minimal staffing impact beyond the normal budgeted scope of duties for staff currently working on COVID-19 response and is consistent with existing City Council priorities.  There is no local job impact associated with this recommendation.
