TITLE

Recommendation to determine that the granting of Facility/Pipeline Permit Supplement No. S-16-22 under existing Facility/Pipeline Permit No. P-239-11 to The Boeing Company, will not be contrary to the public interest; and, authorize City Manager, or designee, to issue said Permit Supplement in accordance with Section 15.44.060, Permit Issuance, of the Long Beach Municipal Code for the installation of electrical conduits to power extraction wells for groundwater remediation along Harvey Way, East Village Road, and Blackthorne Avenue.  (District 5)

 

DISCUSSION

The Boeing Company has filed an application for Facility/Pipeline Permit Supplement No. S-16-22, under existing Facility/Pipeline Permit No. P-239-11, to install 2,607 feet of piping along Harvey Way, East Village Road and Blackthorne Avenue. Vicinity map for the location and description of the installation is attached (Attachment A).

 

This installation will allow The Boeing Company to remediate area groundwater by extracting the groundwater through wells and delivering it to an off-site treatment system through this piping where it may be treated and injected back into the subsurface through other wells or into the City of Long Beach (City) sewer system per Industrial Wastewater Discharge Permit No.017109, approved by the Long Beach Water Department (Attachment B). This new pipeline will be part of the same system initially approved by the City Council on December 5, 2006, for Facility/Pipeline Permit Supplement Nos. S-1-11, S-2-11, S-3-11 and S-4-17 under Facility/Pipeline Permit No. P-239-11.

 

The Department of Public Works (Public Works) has reviewed the application and found the proposed pipeline to be compatible with existing installations and not an obstacle to any street use or any known proposed developments.

 

Traffic control requirements, stipulated by the Public Works Traffic Engineering Division, will be included in the special conditions for the excavation permit. In addition to typical trench resurfacing, The Boeing Company will be required to slurry seal the area. Liability insurance and cash bond for faithful performance will be processed following the City Council authorization of the permit supplement.

 

This matter was reviewed by Deputy City Attorney Erin Weesner-McKinley on March 2, 2022 and by Budget Management Officer Nader Kaamoush on February 23, 2022.

 

 

TIMING CONSIDERATIONS

City Council action is being requested on March 22, 2022, to grant Facility/Pipeline Permit Supplement No. S-16-22, under existing Facility/Pipeline Permit No. P-239-11 and allow commencement of this work.

 

FISCAL IMPACT

If the Facility/Pipeline Permit Supplement is approved, one-time permit fee of approximately $57,592 and an annual franchise fee of approximately $3,539 will be deposited in the General Fund Group in the Public Works Department. This recommendation has no staffing impact beyond the normal budgeted scope of duties and is consistent with existing City Council priorities.  There is no local job impact associated with this recommendation.
