TITLE

DISCUSSION
The California Gang Reduction, Intervention, and Prevention Program (CalGRIP) is a State grant awarded by the California Board of State and Community Correction (BSCC). CalGRIP was designed to provide youth, who are identified as being involved in criminal or gang activity, or are at-risk of becoming so, with positive alternatives to gang participation in a safe environment. CalGRIP promotes community awareness and education through anti-gang messages and enhances the coordination of existing youth and gang violence prevention efforts to maximize the return on the investment of limited resources. Since 2007, funding for CalGRIP has come from the State Budget Act, which appropriates approximately $9.2 million annually from the State Restitution Fund.
 
Since 2008, the City has been the recipient of six CalGRIP grants. The first five grants have been successfully implemented, while the sixth is currently underway and will be completed no later than December 31, 2015.
 
On November 18, 2014, the Department of Development Services was awarded a seventh round of CalGRIP funding (CalGRIP 7). This is a three-year grant beginning January 1, 2015, and ending December 31, 2017. The BSCC intends to provide grant recipients with $500,000 per year for three years for a total of $1,500,000. However, the dispersion of grant funds for years two and three is contingent upon annual State Budget Act appropriation and performance-based review by the BSCC. This grant requires a 100 percent match (cash, in-kind or both) for a total annual program budget of $1,000,000.
 
CalGRIP 7 will utilize an evidence-based U.S. Department of Justice supported anti-gang strategy that includes a four-pronged approach: Citywide Prevention, Focused Prevention, Intervention, and Suppression. The grant program's overarching goal is to reduce gang membership and gang victimization among at-risk female youth ages 10-24 throughout the City. (The primary goals of CalGRIP 7 are presented in Exhibit A.) In the four-pronged approach, evidence-based practices (EBPs) and strategies will be implemented. The specific EBPs employed will include wraparound case management, an awareness campaign, mental health treatment, housing assistance, and mentorship.
 
This matter was reviewed by Deputy City Attorney Richard Anthony on December 4, 2014, and by Budget Management Officer Victoria Bell on December 18, 2014.
 
TIMING CONSIDERATIONS
City Council action is requested on January 6, 2015, to allow timely implementation of the program activities.
 
FISCAL IMPACT
An appropriation increase is requested in the Community Development Grants Fund (SR 150) in the Department of Development Services (DV) by $500,000. Of the required 100 percent match, $330,000 has already been appropriated in the Fiscal Year 2015 Budget by the following participating City departments: Long Beach Police Department, City Prosecutor, and Human Resources (Pacific Gateway Workforce Investment Network). The departments are contributing $180,000, $100,000 and $50,000, respectively. The remaining $170,000 match will be provided by outside partner agencies: Long Beach Unified School District; Long Beach Trauma Recovery Center; CAST; YMCA of Greater Long Beach; Helpline Youth Counseling; and Centro CHA, Inc.
 
There is no local job impact as a result of this recommended action.
