TITLE
Recommendation to adopt Plans and Specifications No. R-6698 for the Citywide Local Street Program Area 6; and authorize City Manager to execute a contract with Silvia Construction, Inc., the lowest responsible bidder, in an estimated amount of $1,276,234 plus a 15 percent contingency amount, if necessary.  (Districts 5,6,7)                  
 
DISCUSSION
This is the first in a series of projects to be completed this year in an effort to reduce the backlog of residential street repairs citywide (see attached map). The rehabilitation work consists of replacing damaged curbs and gutters, driveways, alley entrances and sidewalks; trimming and root pruning trees; reconstructing areas of deteriorated pavement; cold milling and resurfacing the pavement; and installing pavement markers, markings, traffic striping, signing and curb paint.
 
City Council adoption of the plans and specifications and award of the contract to the lowest responsible bidder are being recommended concurrently to expedite implementation of this project. The project was advertised for bid on February 9, 2007, and the bids were opened on March 9, 2007. Information regarding Silvia Construction, Inc., is provided on the attached contract awards document.
 
This matter was reviewed by Deputy City Attorney Lori A. Conway on March 19, 2007, and by Budget and Performance Management Bureau Manager David Wodynski on March 20, 2007. In accordance with the California Environmental Quality Act, Categorical Exemption No. CEP-48-06 has been issued for this project.
 
TIMING CONSIDERATIONS
City Council action on this matter is requested on April 3, 2007, to authorize commencement of this Public Works project. Construction is anticipated to begin in June 2007 and should take approximately 45 working days.
 
FISCAL IMPACT
The contract award is for an estimated amount of $1,276,234 plus a 15 percent contingency amount of $191,435, if necessary. Sufficient funds to cover the contract are budgeted in the Special Revenue Fund (SR) in the Department of Public Works (PW). The funding sources are Gasoline Tax and General Fund monies.
