TITLE
Recommendation to adopt Plans and Specifications No. R-6957 for the Rehabilitation of Access to Taxiways E and F, Phase II at the Long Beach Airport; award the contract to Griffith Company, of Santa Fe Springs, CA in the amount of $2,584,744, and authorize a 25 percent contingency in the amount of $646,186, for a total contract amount not to exceed $3,230,930; authorize City Manager or designee to execute all documents necessary to enter into the contract, including any necessary amendments thereto; and
Increase appropriations in the Airport Enterprise Fund (EF 320) in the Airport Department (AP) by $3,365,000. (District 5)
DISCUSSION
City Council approval is requested to enter into a contract with Griffith Company for the Phase II rehabilitation of access to taxiways E and F at the Long Beach Airport. Taxiways E and F are primarily used by general aviation tenants located along the south side of the airfield. The project limit is bound to the east by Runway 16R-34L, to the west by the Airport maintenance facility access road, to the north by taxiway F, and to the south by various tenant leaseholds.
The asphalt and Portland cement concrete (PCC) pavements that provide access from leaseholds and perimeter roads to Taxiways E and F are deteriorated, requiring substantial repairs. Portions of the PCC pavement in these areas were placed in the 1930s and 1940s and are in need of substantial work in order to improve the surface condition and extend the life of the pavement. The work for the Rehabilitation of the Access to Taxiways E and F, Phase II project will include asphalt pavement reconstruction, resealing joints in PCC pavements, reconstruction of portions of PCC pavement, pavement markings, and infield grading.
This bid was advertised in the Press Telegram on June 12, 2014, and 2,989 potential bidders specializing in construction services were notified of the bid opportunity. Of those bidders, 86 downloaded the bid documents via the City's electronic bid system. The bid document was made available from the Purchasing Division, located on the seventh floor of City Hall, the Division's website at www.longbeach.gov/purchasing, and by being purchased through the Department of Public Works located on the tenth floor of City Hall. A bid announcement was also included in the Purchasing Division's weekly update of Open Bid Opportunities, which is sent to 30 local, minority and women's business groups. Bid documents were also sent to several trade publications and plan rooms catering to these groups within the construction industry. Five bids were received on July 30, 2014. Of those bidders, none were Minority-owned Business Enterprises (MBEs), none were Women-owned Business Enterprises (WBEs), none were Disadvantaged Business Enterprises (DBEs), none were certified Small Business Enterprises (SBEs), and two were Long Beach businesses (Local). Griffith Company, of Santa Fe Springs, CA (not an MBE, WBE, DBE, SBE or Local), was the lowest responsible bidder.
Local Business Outreach
In an effort to align with our outreach goal, Long Beach businesses are encouraged to submit bids for City contracts. The Purchasing Division also assists businesses with registering on the Bids Online database to download the bid specifications. Through outreach, 277 Long Beach vendors were notified to submit bids, of which eight downloaded and two submitted a bid. The Purchasing Division is committed to continuing to perform outreach to local vendors to expand the bidder pool.
This matter was reviewed by Deputy City Amy R. Webber on August 14, 2014 and by Budget Management Officer Victoria Bell on August 19, 2014.
SUSTAINABILITY
The construction method of treating the soil in-place will reduce the number of dump truck trips for removals and eliminate the number of dump truck trips required for construction of the stabilized sub-base. In total, the in-place treatment of the soil will reduce the number of dump truck trips, in turn, reducing vehicle emissions.
The construction method of reutilizing the crushed grindings for sub-base and base material will reduce the number of dump truck trips for removals and eliminate the number of dump truck trips required for construction of sub-base and base.
For portions of the project, the decision was made to rehabilitate the existing PCC pavement in lieu of reconstruction in order to minimize the use of raw materials and provide a reduction in the truck trips.
TIMING CONSIDERATIONS
City Council action on this matter is requested on September 16, 2014, in order to expedite commencement of this work. Construction is anticipated to begin in December 2014 and should take approximately 10 months to complete. General Aviation tenants will have the ability to maintain access throughout the duration of construction.
FISCAL IMPACT
The total construction contract in an amount not to exceed $3,230,930, includes a recommended 25 percent contingency of $646,186. The total project cost, including the contract award, is currently estimated to be $3,788,930, and will be funded with Federal Aviation Administration (FAA) Airport Improvement Program (AIP) Grant funding and Passenger Facility Charges (PFC).
On April 2, 2013, the City Council authorized the application for AIP Grant funding. FAA Grant No. 3-06-0127-040-2013 awarded $2,515,000 for this project, which is currently unbudgeted. On July 25, 2014, the FAA approved an amendment to PFC application 10-05-C-00-LGB, increasing the approved amount by $850,000, also unbudgeted. An appropriation increase is needed in the Airport Fund (EF 320), in the Airport Department (AP) in the amount of $3,365,000 for both funding sources. Sufficient PFC funding is budgeted to cover the remaining project costs of $423,328, including the grant match of $259,101.
This project will create an estimated 25 temporary full-time equivalent (FTE) jobs.
