TITLE

DISCUSSION

Pacific Gateway operates the San Pedro-based Harbor Gateway WorkSource Center (Center) on behalf of the communities surrounding the Los Angeles Harbor under a contract with the City of Los Angeles.  That Center functions similarly to other Pacific Gateway job centers by providing employment assistance to adults and dislocated workers, and by partnering with businesses to meet their workforce needs.

 

On April 27, 2017, the City of Los Angeles Workforce Development Board approved Gang Injunction Curfew funding for Pacific Gateway, up to the amount of $150,000, to provide work readiness training and comprehensive employment services to 15 participants, under the Los Angeles Reconnections Career Academy (LARCA 2.0) Program. Program participants will have access to various services provided at the Harbor Gateway WorkSource Center, including educational and employment preparation training, supportive services, and occupational skills training.

 

This matter was reviewed by Deputy City Attorney Amy R. Webber and by Revenue Management Officer Geraldine Alejo on June 29, 2017.

 

TIMING CONSIDERATIONS

City Council action is requested on July 18, 2017, to expedite the processing of required documents to accept funding for the Program Year that began June 1, 2017.

 

FISCAL IMPACT

This grant is funded by the City of Los Angeles General Fund.  Pacific Gateway is eligible to receive up to $150,000 in grant funds for the period June 1, 2017 through May 31, 2018.   No City matching funds or in-kind services are required. An appropriation increase, offset by grant revenue, is requested in the amount of $150,000 in the Community Development Grants Fund (SR 150) in the Economic and Property Development (EP).  Approval of this recommendation will result in education and employment preparation, placement, and retention services to 15 program participants.
