TITLE
Recommendation to authorize City Manager, or designee, to execute all documents necessary to amend the current contracts with First Rate Staffing Corporation, of Santa Fe Springs, CA, and Mynela, LLC, of Gardena, CA, for as-needed temporary shelter staffing services for human and social services programs, to increase the annual aggregate contract amount by $1,000,000, for a one-year period, and add a 20 percent contingency in the amount of $200,000, for a revised total annual aggregate amount not to exceed $2,700,000. (Citywide)
DISCUSSION
City Council approval is requested to amend the current contract with First Rate Staffing Corporation, of Santa Fe Springs, CA and the current contract with Mynela, LLC, of Gardena, CA, to continue providing as-needed temporary shelter staffing services.
On November 17, 2020, the City Council adopted Specifications No. RFP HE20-060 and awarded contracts to First Rate Staffing Corporation and Mynela, LLC, to provide temporary shelter staffing services for human and social services programs in the Department of Health and Human Services. The authorized total annual aggregate amount of $1,500,000, has been fully expended in response to the COVID-19 pandemic. The request to increase the contract authority with a contingency will allow for the continuation of staffing needs for temporary shelter staffing services, including isolation and quarantine sites.
This matter was reviewed by Deputy City Attorney Taylor M. Anderson on February 10, 2021, Business Services Bureau Manager Tara Yeats on February 2, 2021, and by Revenue Management Officer Geraldine Alejo on February 22, 2021.
EQUITY STATEMENT
The City has incorporated the Equity Toolkit into this recommendation as requested by the City Council on April 21, 2020. This recommendation will assist people experiencing homelessness in Long Beach who are at increased vulnerability for COVID-19 exposure and those that need isolation and quarantine services due to the pandemic.
TIMING CONSIDERATIONS
City Council action is requested on March 9, 2021, to ensure there is no interruption to services.
FISCAL IMPACT
The revised total aggregate contract amount will not exceed $2,700,000, for a one-year period. The contract increase of $1,200,000, including a 20 percent contingency of $200,000, will be funded with Emergency Solutions Grant Coronavirus (ESG-CV) funding from the Department of Housing and Urban Development (HUD). The HUD grant funding is currently budgeted in the Community Development Grants Fund Group in the Development Services Department. The grant has no match requirement or in-kind mandate. This recommendation has no staffing impact beyond the normal budgeted scope of duties and is consistent with existing City Council priorities. There is no local job impact associated with this recommendation.
