DISCUSSION

City Council approval is requested to amend Contract No. 34946 (Contract) with Axon Enterprise, Inc., to allow for a purchase of additional Body Worn Camera (BWC) equipment, related accessories, supporting software, and digital video storage for the Long Beach Police Department (LBPD).

 

In April 2018, the LBPD issued a Request for Proposals (RFP) for BWC equipment and technology to be provided at no cost to the City for a one-year trial period.  At its May 15, 2018 meeting, the City Council adopted Specifications No. RFP PD18-090, awarding a contract to Axon Enterprise, Inc., to furnish and deliver BWC equipment, accessories, and software support for the no cost one-year trial period.  In August 2018, the LBPD received approximately 250 BWC units and deployed this technology to the North and South Patrol Divisions.  At the end of the one-year trial period, staff communicated to the City Council its recommendation to implement BWC technology in the remaining Patrol Divisions for field investigative and sworn personnel assigned to service contract groups. 

 

The amended Contract will equip the LBPD with a minimum of 675 BWC units issued to sworn personnel assigned to the four Patrol Divisions, specialized sworn field investigative teams assigned to the Investigations Bureau, and to sworn personnel assigned to service contracts in the Support Bureau.  In addition to the deployment of 675 BWCs and supporting software, the Contract will provide software licenses to 185 sworn and civilian personnel.  These licenses will allow detectives and supervisors to review BWC footage for criminal investigations and for other administrative purposes as outlined in the LBPD’s body worn camera policy. A limited number of civilian staff will be issued licenses to administratively support the BWC program and to perform video redaction activities required by Senate Bill 1421 and Assembly Bill 748.

 

This matter was reviewed by Deputy City Attorney Sarah E. Green on October 10, 2019, Purchasing Agent Tara Yeats on October 22, 2019, and by Budget Management Officer Rhutu Amin Gharib on October 24, 2019.

 

TIMING CONSIDERATIONS

City Council action is requested on November 5, 2019, to ensure the agreement is in place expeditiously.

 

FISCAL IMPACT

The requested action increases the Axon Enterprise contract by $850,001, including a 10 percent contingency, and authorizes a one-time purchase of hardware equipment in an amount not to exceed $666,264. Ongoing and Measure A one-time costs for this Contract are budgeted in the General Fund Group in the Police Department as part of the Adopted FY 20 Budget.  A portion of these costs will be offset by revenue received from service contract agreements, which are currently being negotiated.  The budgeted appropriation will cover the costs of the Contract, licenses, camera units, training, and technology upgrades. This recommendation has a significant staffing impact, which will be met with the personnel enhancements of nine positions (9.0 FTEs) that are structurally funded in the Police Department in FY 20. There is no local job impact associated with this recommendation.
