TITLE
Recommendation to authorize City Manager to execute all documents necessary to exchange administrative control of certain land currently used for specific oil field operations from the City of Long Beach to the Port of Long Beach, Board of Harbor Commissioners, in order  to support the Gerald Desmond Bridge Replacement Project, and, in return, exchange administrative control of certain land from the Port of Long Beach, Board of Harbor Commissioners, to the City of Long Beach in order to support ongoing oil field operations.  (Districts 1,2)
 
DISCUSSION
The Gerald Desmond Bridge Replacement Project (Project) is underway and the new bridge is scheduled to be complete in August 2016.  Over the past two years, the City of Long Beach (City) and its contractor, Tidelands Oil Production Company (Tidelands OPC), have been working diligently to relocate oil field infrastructure and wells identified to be in conflict with the construction of the new bridge.
 
One such conflict is the oil field's warehouse, shown on Exhibit A, used to store equipment and supplies used by Tidelands OPC and its authorized agents (Existing Warehouse Property).  The Port of Long Beach (Port) is offering comparable land, as shown on Exhibit B (Replacement Warehouse Property), for use by the City and Tidelands OPC to replace the Existing Warehouse Property (Exhibit B).  In addition, the Port is funding the construction of a new warehouse structure and all associated costs with the relocation.  Upon the transfer of Replacement Warehouse Property by the Port to the City, the Existing Warehouse Property will no longer be necessary for oil field operations and may be transferred to the Port.
 
This matter was reviewed by Deputy City Attorney Richard Anthony on May 16, 2013 and by Budget Management Officer Victoria Bell on May 21, 2013.  
 
TIMING CONSIDERATIONS
City Council action on this matter is requested on June 18, 2013, to ensure a smooth transfer of the property and avoid Project delays.
 
FISCAL IMPACT
There is no fiscal impact or local job impact associated with this action.
