TITLE

"Summer Swim 2004" grant funding from Amateur Athletic Foundation of Los Angeles, Inc., to conduct summer aquatic programs for economically disadvantaged youth.  (Districts 3,5,6,7)

 

DISCUSSION

The Amateur Athletic Foundation of Los Angeles, Inc. (AAF) makes grant funds available to recreation agencies for various youth sports programs, which are designed to provide disadvantaged youth ages 7 to 17 the opportunity to learn and develop sports skills. The City's "Summer Swim 2004" program will provide funding for organized instructional swim activities that culminate in competitive events, a springboard diving program, water polo program, and synchronized swimming program. The program commences on June 14, 2004, and ends on August 29, 2004.

 

Through an AAF Request for Proposal process, the Department of Parks, Recreation and Marine has been selected to receive $27,256 in grant funds for this summer. The grant will fund scholarship programs for economically disadvantaged youth in swim instruction, springboard diving, water polo, synchronized swimming, and will also include coaching workshops for staff. The funds received will be apportioned as shown on Attachment A.

 

This matter was reviewed by Deputy City Attorney Donna F. Gwin on April 8, 2004, and Budget Manager Michael Killebrew on April 12, 2004.

 

TIMING CONSIDERATIONS

City Council action is requested on May 4, 2004, to allow for sufficient time to process the paperwork required to receive the grant funds from the Amateur Athletic Foundation of los Angeles, Inc., to conduct ~Summer Swim 2004."

 

FISCAL IMPACT

Because the grant funds are currently unbudgeted,' an appropriation increase is included in the recommendation section below. All Summer Swim 2004 program expenses will be offset by the grant funds. There is no net impact to either the General Fund or the Tidelands Operating Fund.

 

IT IS RECOMMENDED THAT THE CITY COUNCIL:

 

1. Authorize the City Manager to execute all necessary documents with the Amateur Athletic Foundation of Los Angeles, Inc., to accept "Summer Swim 2004" funds for summer aquatic programs for economically disadvantaged youth through August 29, 2004, and to implement, amend, and administer the grant.

 

2. Increase appropriations in the General Fund (GP) and the Department of Parks, Recreation and Marine (PR) by $20,382.

 

3. Increase appropriations in the Tidelands Operating Fund (TF) and the Department of Parks, Recreation and Marine by $6,874.

 

SUGGESTED ACTION
