DISCUSSION
In the past, the Department of Parks, Recreation and Marine (PRM) has permitted various swimming and water polo teams (Teams) from high schools in the Long Beach Unified School District (LBUSD) to use portions of the Belmont Plaza Pool (Belmont Pool) during the school year.  Woodrow Wilson High School is the only LBUSD school with Teams that has utilized Belmont Pool in recent years.  With the recent closure of Belmont Pool, the Teams have been displaced, and will continue to be displaced for portions of at least the next two school years.  This will cause significant and negative impacts to the Teams, as the pools in the LBUSD and other City of Long Beach (City) pools simply cannot provide all of the needed space or size requirements that were available at Belmont Pool.
 
The California State University, Long Beach (CSULB) pool can accommodate much of the time and space requirements of the Teams.  CSULB also has the ability to match the reduced fee charged by PRM, but does not have the ability to contract directly with the Teams without violating National Collegiate Athletic Association recruiting rules.  Therefore, PRM proposes that the City contract directly with CSULB for use of the pool at available times, and assign that usage to LBUSD.  CSULB would charge PRM for the actual usage time of the pool, which is $15 per hour of practice and $60 per meet, and PRM would, in turn, charge those fees back to the Teams for full reimbursement.  The proposed length of this agreement matches the current projected closure period for Belmont Pool, but can be extended, if necessary, to further accommodate the Teams.  LBUSD would be required to renegotiate with PRM for use of Belmont Pool upon its reopening.
 
This matter was reviewed by Deputy City Attorney Gary J. Anderson on May 21, 2013 and by Budget Management Officer Victoria Bell on May 17, 2013.
 
TIMING CONSIDERATIONS
City Council action is requested on June 4, 2013, in order to allow the Department of Parks, Recreation and Marine to execute the proposed agreements with California State University, Long Beach and Long Beach Unified School District of Los Angeles County so that they may begin to provide temporary alternate swimming pool use to the Teams at the earliest possible opportunity.  
 
FISCAL IMPACT
The proposed agreements will result in an estimated $500 in expense, with full reimbursement, for the remainder of FY13, and an estimated $1,000 in annual expense and revenue in future years.  There are existing appropriations in the General Fund (GP) in the Department of Parks, Recreation and Marine (PR) for FY13.  There is no impact to jobs associated with the recommended action.
