$4,730,000 for the California Recreation Teen Center and the Drake/Chavez Greenbelt Projects Grand Funds.  (Districts 1,6)
 
DISCUSSION
On January 6, 2004, the City Council authorized the Department of Parks, Recreation and Marine to submit grant applications to the California Department of Parks and Recreation through the Proposition 40 Urban Park Act of 2001 program (Urban Park Act) and the Murray-Hayden Urban Parks and Youth Services Grant Program (Murray-Hayden).  Recently, the Department of Parks, Recreation and Marine was notified of the awarding of the following two grants:
 
Drake/Chavez Greenbelt (District 1).  $2.23 million awarded.  Funding for the acquisition of one parcel of Union Pacific Railroad land (7.18 acres) to expand the Drake/Chavez Greenbelt along the lower Los Angeles River.
 
California Recreation Teen Center (District 6).  $2.5 million awarded ($3 million total project cost with a $500,000 City match from Park Impact Fees).  Funding will provide for the construction of a 3,600-square foot teen center to better accommodate burgeoning teen programs in the central area of Long Beach.  In addition, the grant provides for the rehabilitation of the community center and gymnasium, along with the expansion of the parking lot.
 
This letter was reviewed by Senior Deputy City Attorney Donna F. Gwin on January 18, 2005, and by Budget Management Officer David Wodynski on January 19, 2005.
 
TIMING CONSIDERATIONS
City Council action is requested on February 1, 2005, in order to enter into the grant contracts in a timely manner.
 
FISCAL IMPACT
Drake/Chavez Greenbelt.  The total acquisition cost is estimated at $2.23 million.  If funded, it is expected that the Urban Park Act grant monies will offset the total project acquisition costs.  Funds to provide eventual maintenance of this property will be provided through the Department of Parks, Recreation and Marine's current General Fund (GP) appropriations.
 
California Recreation Teen Center.  The total acquisition, development, and rehabilitation costs are estimated at $3 million.  The Murray-Hayden grant monies will offset $2.5 million of the project costs.  The remaining $500,000 will be funded with Park Impact Fees, which are appropriated within the existing Fiscal year 2005 (FY 05) Capital Improvement Program budget.  Future maintenance and staffing costs for the Teen Center have not been identified.  It is expected that the Department will absorb future General Fund (GP) expenses if other funding sources are not found.
 
Since the funding award is currently unbudgeted, an appropriation increase is included in the recommendation below.
