TITLE
Recommendation to adopt an amended and restated resolution increasing the not-to-exceed amount from $273,074 to $287,446, for the 2017 California Emergency Solutions Grant Program;
Authorize City Manager, or designee, to execute all necessary documents, including any amendments, with the California Department of Housing and Community Development, to implement the adopted resolution amending Resolution No. RES-17-0058; and
Increase appropriations in the Health Fund (SR 130) in the Health and Human Services Department (HE) by $287,446, offset by reimbursement revenue. (Citywide)
DISCUSSION
The State of California Department of Housing and Community Development (HCD) administers the California Emergency Solutions Grant (ESG) Program, which funds activities eligible under the Federal ESG Program, including rapidly rehousing individuals and families, and preventing families and individuals from becoming homeless. The HCD has established a dedicated Continuum of Care Allocation available for California communities that are able to be administered locally through an Administrative Entity (AE) of State ESG funds. The City of Long Beach was recently designated by the HCD as an AE of State ESG funds for a Rapid Rehousing and Homelessness Prevention Project (Project), which is critical to meeting the diverse needs of those served through the Long Beach Continuum of Care (CoC).
The Health and Human Services Department (Health Department) released a Request for Proposals (RFP) on March 13, 2017, to select a non-profit agency to implement the Project. The proposal review process was conducted by an ad hoc Proposal Review Committee, comprised of three Homeless Services Advisory Committee members, and one proposal was selected for funding in the amount of $191,152. The total 2017 State ESG allocation from HCD amounts to $287,446 for the period of January 1, 2018 through December 31, 2018, which includes $96,294 for programmatic and administrative support for Health Department staff to manage the State ESG Program (Attachment A).The HCD requires an authorizing Resolution from the City’s governing board, which includes specific language from which the attached Resolution was drafted. On June 6, 2017, the Resolution was submitted to, and approved by, the City Council. An amendment to the Resolution is hereby submitted to change the “amount not to exceed” from $273,074 to $287,446.
This matter was reviewed by Deputy City Attorney Linda T. Vu on October 23, 2017 and by Revenue Management Officer Geraldine Alejo on October 30, 2017.
TIMING CONSIDERATIONS
City Council action is requested on November 14, 2017, to meet the State deadline to adopt the Resolution, and begin contracting for the 2017 State ESG, which is anticipated to start January 1, 2018.
FISCAL IMPACT
The 2017 State ESG Program allocation for the Project totals $191,152, with an additional $96,294 available for Health Department programmatic and administrative support. An appropriation increase of $287,446 is requested in the Health Fund (SR 130) in the Health and Human Services Department (HE), offset by reimbursement revenue. These funds supplement programs currently operating within the City’s CoC system. No match or in-kind service mandate is required, and there is no local job impact associated with this recommendation.
