TITLE
Recommendation to authorize City Manager, or designee, to execute all documents necessary to amend Contract No. 33967 with Great Scott Tree Service, Inc., of Stanton, CA, for tree trimming and removal services; and increase the annual contract amount by $350,000, for a total annual amount of $770,000, with the option of adding annual expenditures up to 15 percent (or $115,500), if funds are available, for a total combined annual amount not to exceed $885,500. (Citywide)
DISCUSSION
On September 1, 2015, the City Council adopted Specifications No. ITB PR15-095 and awarded a contract to Great Scott Tree Service, Inc., for a base annual amount not to exceed $420,000, for a period of two years, with the option to renew for two additional one-year periods, to provide routine and as-needed tree trimming and removal services for the Department of Parks, Recreation and Marine in Citywide parks, beach areas, marinas, and Metropolitan Transportation Authority Right-of-Way sites.
Since the contract was executed in 2015, an increased amount of trees in the City’s urban forest have become distressed due to beetle infestation, the drought, and unusually high summer and fall temperatures. The additional authorized annual amount will provide for increased emergency tree trimming and removal services in park locations as one-time resources are made available.
This matter was reviewed by Deputy City Attorney Robin Zur Schmiede on July 21, 2016 and by Budget Operations Administrator Grace Yoon on July 28, 2016.
TIMING CONSIDERATIONS
City Council action is requested on August 16, 2016, to provide as-needed tree trimming services in a timely manner.
FISCAL IMPACT
The original annual contract amount of $420,000 is budgeted in the General Fund (GF), Tidelands Operations Fund (TF 401), Marina Fund (TF 403), Rainbow Harbor Area Fund (TF 411), and the Transportation Fund (SR 182) in the Parks, Recreation and Marine Department (PR). The increase of $465,500 to the annual contract amount is not budgeted and will only be utilized as one-time sources are identified. This recommendation will continue to provide support to the local economy.
