TITLE
Recommendation to adopt Plans and Specifications No. R-6977 for the Taxiway J Improvements West of Taxiway D at the Long Beach Airport; award the contract to Sully-Miller Contracting Company, of Brea, CA, in the amount of $7,485,000, and authorize a 25 percent contingency in the amount of $1,871,250, for a total contract amount not to exceed $9,356,250; and authorize City Manager or designee to execute all documents necessary to enter into the contract, including any necessary amendments thereto; and
Increase appropriations in the Airport Fund (EF 320) in the Airport Department (AP) by $8,666,189. (District 5)
DISCUSSION
City Council approval is requested to enter into a contract with Sully-Miller Contracting Company, for Taxiway J improvements west of Taxiway D. Taxiway J is part of the main taxi route for aircraft manufacturers, cargo, and general aviation aircraft accessing Runway 7R-25L. Depending upon wind conditions, Taxiway J is also used to reposition commercial air carrier aircraft. Boeing uses Taxiway J to taxi aircraft from their manufacturing facility on the east side of the airfield to the maintenance facility located on the south side of the airfield. The project includes the reconstruction of approximately 730,875 square feet of taxiway pavement including shoulders, improvements to drainage systems, signage, pavement markings, and grading of infield areas. Existing lighting will be replaced with Federal Aviation Administration (FAA) approved LED lighting. LED in-pavement and elevated runway guard lights will also be installed at two locations where Taxiway J crosses Runway 12-30 and at four locations north of Runway 7R-25L.
The bid was advertised in the Press Telegram on July 16, 2014, and 3,008 potential bidders specializing in construction services were notified of the bid opportunity. Of those bidders, 79 downloaded the bid via our electronic bid system. The bid document was made available from the Purchasing Division, located on the seventh floor of City Hall, and the Division's website at www.longbeach.gov/purchasing, and by being purchased through the Department of Public Works located on the tenth floor of City Hall. A bid announcement was also included in the Purchasing Division's weekly update of Open Bid Opportunities, which is sent to 30 local, minority and women's business groups. Bid documents were also sent to several trade publications and plan rooms catering to these groups within the construction industry. Four bids were received on August 13, 2014. Of those four bidders, none were Minority-owned Business Enterprises (MBEs), none were Women-owned Business Enterprises (WBEs), none were Disadvantaged Business Enterprises (DBEs), none were certified Small Business Enterprises (SBEs), and one was a Long Beach-based business (Local). Sully-Miller Contracting Company, of Brea, CA (not an MBE, WBE, DBE, SBE or Local), was the lowest responsible bidder.
Local Business Outreach
In an effort to align with our outreach goal, Long Beach businesses are encouraged to submit bids for City contracts. The Purchasing Division also assists businesses with registering on the Bids Online database to download the bid specifications. Through outreach, 277 Long Beach vendors were notified to submit bids, of which five downloaded and one submitted a bid. The Purchasing Division is committed to continuing to perform outreach to local vendors to expand the bidder pool.
This matter was reviewed by Deputy City Attorney Richard F. Anthony on October 22, 2014 and by Budget Management Officer Victoria Bell on October 23, 2014.
SUSTAINABILITY
The construction method of treating the soil in-place will reduce the number of dump truck trips for removals and eliminate the number of dump truck trips required for construction of the stabilized sub-base. In total, the in-place treatment of the soil will reduce the number of dump truck trips, in turn, reducing vehicle emissions.
The construction method of reutilizing the crushed grindings for sub-base and base material will reduce the number of dump truck trips for removals and eliminate the number of dump truck trips required for construction of sub-base and base.
Existing taxiway edge lighting will be removed and replaced with LED type lighting, which will have much longer lamp life expectancy, lower energy consumption and lower maintenance costs, as compared with existing lighting.
TIMING CONSIDERATIONS
City Council action to adopt Specifications No. R-6977 and award a contract concurrently is requested on November 11, 2014, in order to expedite commencement of this work. Construction is anticipated to begin in March 2015 and should take approximately 15 months to complete. The construction Plans and Specifications contain phasing requirements which maintain access for all Airport operators including commercial airlines and general aviation tenants.
FISCAL IMPACT
The total construction contract amount is not to exceed $9,356,250, which includes a recommended 25 percent contingency of $1,871,250, due to the potential for unforeseen circumstances. The total project cost, including the contract award amount, is currently estimated to be $11,466,189 and will be funded with FAA Airport Improvement Program (AIP) Grant funding, and Passenger Facility Charges (PFC).
On December 3, 2013, the City Council authorized application for the AIP Grant funding. FAA Grant No. 3-06-0127-041-2014 awarded $8,666,189 for this project but is currently unbudgeted; therefore, an appropriation increase is needed in the Airport Fund (EF 320) in the Airport Department (AP) for the grant amount. Sufficient Passenger Facility Charge (PFC) funding is budgeted to cover the remaining project costs of $2.8 million, including the grant match of $809,422. The award of this contract will provide continued support to our local economy by assisting in the preservation of employment for eight full-time employees residing in Long Beach. In addition, it is estimated that the project will support approximately 120 temporary full-time equivalent jobs during construction.
