TITLE
Recommendation to authorize City Manager, or designee, to execute all documents and any needed subsequent amendments with Pacific Gateway Workforce Partnership, Inc. to accept $25,000 in foundation grants, to administer recruitment and hiring services for Starbucks’ new location on Willow Street and Long Beach Boulevard, for the period of June 1, 2017 through May 31, 2018; and
Increase appropriations in the Community Development Grants Fund (SR 150) in the Economic and Property Development Department (EP) by $25,000, offset by grant revenue. (Citywide)
DISCUSSION
Pacific Gateway operates the Youth Opportunity Center to facilitate assistance with education completion, access to career and technical education and training, participation in internships, and other work-based experiences. To maximize outreach in the communities covered by Pacific Gateway and to deliver many of the above services prescribed by the Workforce Innovation and Opportunity Act (WIOA), Pacific Gateway collaborates with various community stakeholders, including public, private, and non-profit organizations.
In May of this year, the City, through Pacific Gateway, partnered with Pacific Gateway Workforce Partnership (Partnership), the non-profit organization to administer the recruitment and hiring process for Starbucks’ new location on Willow Street and Long Beach Boulevard. In alignment with that successful event, the Partnership will continue to utilize Pacific Gateway’s staff expertise to provide customer service training and soft skills training to approximately 200 youth employed by Starbucks.
This matter was reviewed by Deputy City Attorney Amy R. Webber and by Budget Management Officer Julissa José-Murray on June 29, 2017.
TIMING CONSIDERATIONS
City Council action is requested on July 18, 2017, to expedite the processing of the required documents to accept funding for the Program Year that began on July 1, 2017.
FISCAL IMPACT
Pacific Gateway will receive $25,000 in foundation grants from the Pacific Gateway Workforce Partnership, which is funded through the Café Opportunity Grant provided by the Starbucks Corporation for the period of June 1, 2017 through May 31, 2018. An appropriation increase, offset by grant revenue, is requested in the amount of $25,000 in the Community Development Grants Fund (SR 150) in the Economic and Property Development Department (EP). The grant does not require matching funds or in-kind services. Approval of this recommendation will result in employment preparation services to 200 youth.
