TITLE
Recommendation to authorize City Manager, or designee, to increase Blanket Purchase Order No. BPAP17000014 with Convergint Technologies, LLC, a Delaware limited liability company, for airport security system maintenance services, by $100,000 for a total aggregate amount not to exceed $200,000. (District 5)
DISCUSSION
City Council approval is requested to increase the existing Blanket Purchase Order (BPO) with Convergint Technologies, LLC (Convergint), by $100,000 for airport security system maintenance services at Long Beach Airport (Airport) until a new contract is awarded. Services include routine maintenance and cleaning of security cameras and access control devices, repairing and replacing security system equipment, and maintaining the airport security system. The proposed amendment will provide adequate time for the Purchasing Division to complete a formal procurement process that is currently underway.
On May 20, 2014, the City Council awarded a one-year contract to Convergint with the option to renew for two additional one-year periods, to perform maintenance and capital improvements for the security system at the Airport, in an annual amount not to exceed $369,800, with an expiration date of May 31, 2017. Convergint is currently providing security system maintenance services to the Airport under an interim purchase order for a total amount of $100,000, for the term June 1, 2017 to September 30, 2017, issued pursuant to the City purchasing guidelines.
The Airport is mandated by federal regulations to have an Airport Security Program in place, including a secure access control system. Maintaining the Airport security system is critical to meeting these requirements and any lapse in service will adversely impact Airport operations.
This matter was reviewed by Deputy City Attorney Richard F. Anthony on August 31, 2017 and by Revenue Management Officer Geraldine Alejo on August 30, 2017.
TIMING CONSIDERATIONS
City Council action is requested on September 19, 2017, to ensure maintenance services for the Airport security system is uninterrupted.
FISCAL IMPACT
BPO No. BPAP17000014 will increase by $100,000 for a total amount not exceed $200,000. Funds for these services are budgeted in the Airport Fund (EF 320) in the Airport Department (AP). Continuing to receive these services from Convergint will provide support to our local economy by assisting in the preservation of employment for two full-time employees residing in Long Beach.
