TITLE
Recommendation to authorize City Manager, or designee, to execute an agreement, and all necessary documents, subcontracts, or subsequent amendments, including amendments to the award amount, with the State of California Department of Education, to receive and expend grant funding in an amount not to exceed $7,617, for the provision of health and sanitation inspections for the Summer Food Service Program, for the period of July 1, 2022 to September 14, 2022. (Citywide)
DISCUSSION
For over 20 years, the State of California Department of Education (State) has provided federal funds to the City of Long Beach (City) Department of Health and Human Services (Health Department) for the provision of health and sanitation inspections of the food service operations for the Summer Food Service Program within its jurisdiction. This program is provided at sites located throughout Long Beach, including schools and those within the Department of Parks, Recreation and Marine.
Inspections are made in accordance with State and local environmental health standards and may include visiting feeding sites and performing temperature testing of the food as it is prepared, delivered, or served; observing for safe and sanitary food handling techniques; and checking for proper storage and handling of food. Under this agreement, the Health Department will receive $7,617 for up to 60 inspections, which will be conducted during the summer of 2022.
This matter was reviewed by Deputy City Attorney Taylor M. Anderson on April 25, 2022 and by Budget Analysis Officer Greg Sorensen on April 28, 2022.
TIMING CONSIDERATIONS
City Council action is requested on May 17, 2022, as the State requests the agreement be expedited prior to the beginning of the grant term on July 1, 2022.
FISCAL IMPACT
The City will receive grant funding in the amount not to exceed $7,617, which will offset expenditures related to providing health and sanitation inspections for the Summer Food Service Program. Sufficient funds are currently budgeted in the Health Fund Group in the Health and Human Services Department. No match or in-kind service mandate is required. This recommendation has no staffing impact beyond the normal budgeted scope of duties and is consistent with existing City Council priorities. There is no local job impact associated with this recommended action.
SUGGESTED ACTION
Approve recommendation.
