TITLE
Recommendation to authorize City Manager, or designee, to execute all necessary documents and any subsequent amendments, including amending the terms, or changing the amount of the award, with the California Highway Patrol (CHP) to accept and expend grant funding in the amount of $179,426 to reduce and mitigate the impacts of impaired driving in Long Beach for a 12-month period estimated to begin July 1, 2023 through June 30, 2024, with an option to extend the agreement for an additional 36-month period at the discretion of the City Manager. (Citywide)
DISCUSSION
City Council approval is requested to enter into an agreement with the California Highway Patrol (CHP) to accept funding to expand the Health and Human Services Department’s (Health Department) work on drug and/or alcohol-impaired driving prevention led by the Division of Chronic Disease and Injury Prevention’s Greenlight Long Beach program.
The Health Department will use CHP funding to 1) Implement interactive, hands-on learning tools and real-life opportunities to illustrate the dangers of impaired driving to youth and young adults; 2) provide innovative, community-based workshops and train-the-trainer workshops to students, educators, and dispensary staff; 3) reduce impaired driving disparities and achieve health equity among the Hispanic population through a local partnership with a Hispanic serving organization; and, 4) educate and increase awareness of impaired driving through culturally appropriate educational resources through print and digital media to teens, parents, and dispensaries.
This initiative is in line with the City’s Strategic Vision Plan strategies to increase funding, resources, and services focused on youth substance use prevention (21.1.b) and to implement a comprehensive approach to encourage responsible cannabis use (21.1.c).
This matter was reviewed by Deputy City Attorney Anita Lakhani on June 23, 2023 and by Budget Analysis Officer Greg Sorensen on June 22, 2023.
TIMING CONSIDERATIONS
City Council action is requested on July 11, 2023, to meet the CHP deadline to accept the funding and begin implementing the approved work scope.
FISCAL IMPACT
The City will receive funding in the amount of $179,426 for the period estimated to begin on July 1, 2023, through June 30, 2024. There is no City match of funds or in-kind service required and no impact on the General Fund. Any indirect costs that might not ultimately be eligible for grant funds will be funded by the Health Operating Fund, General Fund, or other eligible funds. Sufficient funds are currently budgeted in the Health Fund Group in the Health and Human Services Department, offset by grant revenue. This recommendation has no staffing impact beyond the normal budgeted scope of duties and is consistent with existing City Council priorities.
