Recommendation to authorize City Manager, or designee, to execute an agreement, and any necessary amendments with the Long Beach Public Transportation Company, for the Belmont Shore Employee Rider Pass Program, in an annual amount not to exceed $120,000, for the period of September 1, 2017 to August 31, 2018, with the option to renew for two additional one-year periods, at the discretion of the City Manager.  (District 3)

 

DISCUSSION

City Council approval is requested to provide valid transit access to all eligible persons employed by Belmont Shore businesses on all established Long Beach Public Transportation Company (LBT) bus service routes.  The Belmont Shore Business Association (BSBA) and the Belmont Shore Parking and Business Improvement Area Advisory Commission (Commission) explored various options to mitigate parking challenges for residents, as well as for patrons in Belmont Shore.  A service that was established in 2012, the Belmont Shore Employee Rider Pass Program (Program), makes use of the existing Long Beach Transit (LBT) bus services for employees of Belmont Shore businesses. This bus pass allows unlimited rides on all LBT bus routes seven days per week for employees of Belmont Shore businesses, at no cost to the employees.

 

As a result of the success of the Program, the City Council has approved a few extensions through the years.  The Program was initially funded by the Commission, and subsequently Proposition A (Prop A) funds were dedicated as the funding source.  Use of Prop A funds will no longer be available; therefore, the Commission will once more be responsible for financially supporting the Program. 

 

The invoices submitted for the Program have historically averaged approximately $10,000 per month.  The LBT has agreed to cap the expenses at $120,000 annually, commencing September 1, 2017 through August 31, 2018.

 

This matter was reviewed by Deputy City Attorney Linda T. Vu on July 24, 2017 and by Budget Analysis Officer Julissa José-Murray on July 25, 2017.

 

TIMING CONSIDERATIONS

City Council action is requested on August 8, 2017, to allow the Program to continue uninterrupted.

 

FISCAL IMPACT

Funding for the 12 months of the Belmont Shore Employee Rider Pass Program is not to exceed $120,000, supported by parking meter revenues. A budget adjustment will be necessary for FY 18 in the Belmont Shore Parking Meter Fund (SR 136) in the Economic and Property Development Department (EP) to support this expense.  There is no fiscal impact to the General Fund and no local job impact associated with this recommendation.
